Job Description
The PMO Analyst supports the effective delivery of the organization's portfolio, programs, and projects from idea generation through project completion and closure. The role provides analytical support for business case development, portfolio performance management, financial tracking, reporting, governance, and decision-making. Working closely with project managers, business sponsors, finance teams, and other stakeholders, the PMO Analyst delivers data-driven insights using PPM systems, Power BI, and business intelligence tools to monitor project performance, track costs, schedules, resources, and benefits, and improve portfolio visibility and effectiveness.
Responsibilities
Business Case Development & Portfolio Investment Analysis
- Support development of the project portfolio during the 5-year planning cycle, including CAPEX requirements, earned value, cash flow projections, resourcing, and benefits.
- Assist with portfolio prioritization against affordability limits and organizational objectives.
- Support development, review, and validation of business cases for projects and strategic initiatives.
- Analyze project scope, costs, benefits, risks, resources, dependencies, assumptions, and ROI scenarios.
- Assist stakeholders in defining project objectives, benefits, success measures, and KPIs.
- Ensure business cases align with organizational strategy, governance requirements, and portfolio priorities.
- Support portfolio planning, prioritization, and investment decision-making processes.
Portfolio Analysis & Business Intelligence
- Analyze project and program portfolios to provide consolidated visibility of pipeline and active projects.
- Develop, maintain, and enhance Power BI dashboards and reporting solutions.
- Support portfolio reporting on:
- Schedule performance and milestone tracking.
- Budget, forecast, and actual expenditure.
- Resource utilization and capacity planning.
- Risks, issues, and dependencies.
- Benefits realization and strategic outcomes.
- Portfolio health indicators and KPIs.
- Financial performance and scenario analysis.
- Automate reporting processes to improve efficiency and accuracy.
- Provide analytical insights to support management decisions and portfolio oversight.
- Identify trends, recurring risks, and improvement opportunities across projects.
- Prepare portfolio-level status reports and recommendations for management.
Stakeholder Engagement & Collaboration
- Collaborate with Strategy, Commercial, Operations, Capital Projects & Construction, Finance, Technology, Procurement, and Corporate Functions.
- Promote and support usage of the PPM system.
- Collect, validate, and consolidate project information from delivery teams.
- Build strong working relationships with PMOs, project managers, sponsors, and senior leaders.
- Present findings and recommendations to technical and non-technical audiences.
- Support governance forums, steering committees, and portfolio review meetings.
PMO Governance & Administration
- Serve as PMO Administrator for the PPM system, managing user queries, stage-gate changes, and license administration.
- Coordinate governance activities, including agendas, presentations, decision logs, and follow-up actions.
- Maintain PMO repositories and business case records.
- Coordinate with Finance on budget activation and project closure activities.
- Lead PMO communications and engagement initiatives across the organization.
- Manage onboarding and training of new PPM users.
- Maintain training materials and deliver user training sessions.
- Support PMO methodologies, standards, governance frameworks, and processes.
- Maintain the PMO handbook and governance documentation on SharePoint.
- Ensure data quality, reporting consistency, and compliance with standards.
- Contribute to continuous improvement initiatives and best practices in project controls and portfolio management.
- Support internal and external audits by providing required documentation and reports.

Requirements & Skills
Education
- Bachelor's degree in:

Experience
- Minimum 4 years of relevant experience
- Experience in:
- PMO
- Project Controls
- Portfolio Management
- Business Analysis
- Similar analytical roles
- Experience supporting business case development and investment analysis.
- Experience interacting with and advising senior management and project teams.
- Knowledge of project management methodologies such as:
- PMI
- PRINCE2
- Agile
- MSP (preferred)
- Knowledge of Project Portfolio Management tools such as:
- Primavera
- PRISM
- MS Project (preferred)
- Experience with data modeling, Power Query, SQL, or similar analytical tools (advantageous).
Technical Skills
- Advanced Power BI dashboard development and data visualization.
- Advanced Microsoft Office 365 skills, particularly:
