MAJOR RESPONSIBILITIES
Coordinate all PME processes (Assessment, Baseline Planning, evaluation, AIM+) within APs and grants, including activities covered under the LEAP3 framework, ensuring alignment of AP documents to the Partnership’s LEAP framework and the principles of TD and assisting the PME&A Manager in liaising with AP and IPF lead/sector lead on quality programming issues.
Support cluster and Area Programme Managers to ensure that programme planning and review is aligned to LEAP 3.0/IPF standards
Coordinate planning of baselines and evaluations including development of terms of reference, adaptation of data collection tools, training of enumerators and supervision of data collection
Review evaluation and baseline reports to ensure that they meet DME standards
Coordinate operation research processes at AP
Provide technical support to clusters and Area Programme Managers, project managers, Project Officers, and other staff to produce quality monthly management reports, semi-annual and annual reports
Conduct thorough reviews of semi-annual and annual reports to ensure the accuracy and reliability of all data presented.
Compile Cluster/Area Programme monthly management reports and submit them to programme manager for review.
Adapt or develop tools and methodologies to meet the programme output and outcome monitoring requirements in collaboration with technical specialists
Ensure monitoring tools are contextualized appropriately by area programmes and local partners.
Critically test and review the tools to ensure that data will be reliable, and modify them based on testing
Provide consistent mentoring and supervision of AP staff to ensure quality of data at all levels of programming
Routinely verify monitoring data collated from local programming areas for completeness, reliability, coherence and accuracy
Provide technical support to area and cluster teams in data processing, analysis and interpretation of monitoring data
Support cluster managers to consistently and systematically use findings and recommendations from monitoring processes to adapt or refine programme and monitoring plans, as appropriate.
Identify and communicate with provincial and cluster manager’s implications of monitoring reports for local and national level advocacy, in a proactive way.
Provide leadership at cluster level on annual impact measurement processes.
Work with PME&A manager and other field staff to ensure that WV’s LEAP3 and Integrated Programme framework is understood and correctly implemented
Conduct training, coaching and mentorship for cluster and area program staff on specialties related to DME
Work closely with the PME Manager to build the capacity of cluster and AP teams on utilization of monitoring and evaluation platforms such as horizon, CommCare, CMAM, S4T databased, CVA database and mWater.
Establish and maintain a database of technical project monitoring data at Cluster/ Area programme level
Review data uploaded in monitoring systems such as horizon, CommCare, CMAM, CVA, S4T database, and mWater to ensure that they meet quality standards.
Lead the roll out of Program Accountability Framework (PAF) in accordance with partnership standards at provincial level
Ensure that community feedback is effectively used to inform project implementation, monitoring, learning and improvement
Contribute to the adaptation of the IPF and SOP logframe with the area programme teams, paying due attention to vertical and horizontal logic
Facilitate review of the IPF and SOP indicators to ensure appropriateness
Contribute to the development of the DIP and ITT based on adapted technical programme and SOP logframe.
Support area programme team and partners to create an integrated community M&E plan for both IPF and AP plans
Coordinate development and review of annual plans and budgets for sponsorship, grants and private non-sponsorship funded projects at cluster level.
Review and confirm that the area programme plan and IPF documents meet WV programme design standards, including addressing cross-cutting issues
REQUIRED KNOWLEDGE, SKILL AND EXPERIENCE
Minimum of 3-5 years’ experience with a thorough understanding of all areas of planning monitoring and evaluation of relief, development and advocacy projects.
Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
The position holder should have a basic degree in any of the fields of Social Sciences, rural development, statistics, program management
The position holder must be results oriented and team a player.
Knowledge of WVI working systems, policies and standards will be an advantage.
They must have a good understanding of management, business processes and standards
Training or certification in programme planning, monitoring and evaluation.
Proficiency in written and spoken English.
Excellent analytical skills using platforms such as SPSS, STATA, ENA SMART and NVIVO
Excellent research skills
Good interpersonal, organizational and management skills.
Ability to maintain performance expectations in diverse cultural contexts, and physical hardship conditions.
Ability to solve complex problems and to exercise independent judgment.
Computer literate.
Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field
Travel: 10% Domestic/international travel is required.
