Job Objective
Provide civil engineering expertise and technical oversight within the Project Management Consultancy (PMC) team for ADNOC oil and gas projects. Ensure that civil and structural engineering activities performed by EPC contractors comply with ADNOC standards, project specifications, applicable international codes, and regulatory requirements. Support project execution from FEED through detailed engineering, construction, commissioning, and handover while ensuring safety, quality, cost-effectiveness, and schedule compliance.
Engineering Management & Technical Review
- Review and approve civil and structural engineering deliverables prepared by EPC contractors and engineering consultants.
- Ensure designs comply with ADNOC standards, project specifications, international codes, and industry best practices.
- Provide technical guidance and recommendations on civil and structural engineering matters.
- Coordinate with multidisciplinary engineering teams to resolve technical issues and interface concerns.
- Participate in design reviews, value engineering studies, and constructability assessments.
Civil & Structural Design Oversight
- Review design calculations, specifications, drawings, and material submittals related to:
- Foundations and equipment supports
- Pipe racks and structural steel systems
- Buildings and shelters
- Roads and paving works
- Drainage and stormwater systems
- Underground utilities and infrastructure
- Retaining structures and boundary walls
- Ensure designs account for geotechnical, environmental, and operational requirements.
- Verify compliance with applicable international standards such as ACI, BS, ASTM, ASCE, and Eurocodes where specified.
Contractor Management
- Monitor EPC contractor engineering performance and compliance with project requirements.
- Review technical queries, deviations, concessions, and change requests.
- Evaluate contractor proposals and recommend appropriate engineering solutions.
- Participate in technical clarification meetings and design review workshops.
- Ensure timely resolution of engineering issues affecting project progress.
Project Coordination & Interface Management
- Coordinate with ADNOC stakeholders, PMC disciplines, contractors, and third-party consultants.
- Ensure effective interface management between civil engineering and other disciplines including process, piping, mechanical, electrical, and instrumentation.
- Support project planning and execution strategies to achieve project milestones.
- Participate in project meetings and provide engineering input for management decisions.
Construction Support
- Provide engineering support during construction and site execution phases.
- Review construction methodologies, temporary works designs, and site modifications.
- Assist in resolving field engineering issues and non-conformance reports (NCRs).
- Participate in site visits, inspections, and technical assessments when required.
- Support commissioning and handover activities related to civil and structural systems.
Quality Assurance & Compliance
- Ensure engineering deliverables meet project quality requirements.
- Participate in engineering audits, design reviews, and quality assessments.
- Review and close technical comments arising from audits and reviews.
- Ensure implementation of lessons learned and continuous improvement initiatives.
Risk Management & HSE Compliance
- Ensure civil engineering activities comply with ADNOC HSE requirements.
- Participate in HAZID, constructability, risk assessment, and safety review workshops.
- Identify engineering risks and support development of mitigation measures.
- Promote safe design principles and compliance with applicable regulations.
Reporting & Documentation
- Prepare technical reports, engineering assessments, and progress updates.
- Review contractor progress reports and engineering schedules.
- Monitor engineering deliverables against project milestones.
- Maintain proper documentation and records of engineering reviews and approvals.

Qualifications
- Bachelor's Degree in Civil Engineering from an accredited university.
- Master's Degree in Structural Engineering is an advantage.
- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent certification preferred.
Experience
- Typically 15+ years of civil/structural engineering experience in the oil and gas, petrochemical, or energy sector.
- Minimum 5–8 years of experience in PMC, EPC, or major capital projects.
- Strong experience with ADNOC projects and standards is highly desirable.
- Experience covering FEED, detailed engineering, construction, commissioning, and project handover phases.
Skills & Competencies
- Strong knowledge of civil and structural engineering design principles.
- Familiarity with ADNOC standards, international codes, and engineering specifications.
- Experience in reviewing engineering software outputs and structural analysis reports.
- Strong technical review, problem-solving, and decision-making skills.
- Excellent communication, coordination, and stakeholder management abilities.
- Ability to manage multiple engineering packages and priorities simultaneously.
- Strong report writing and presentation skills.
