Wood is currently recruiting for an experienced PMC Manager OR&A (Operations Readiness) for our ADNOC project in Abu Dhabi within our Oil, Gas & New Energies business.


Due to the nature of the projects and client expectation, the position will be based full time at our client office in Abu Dhabi, United Arab Emirates.

The Role

The PMC Manager OR&A (Operations and Readiness) is responsible for planning, coordinating, and managing all operational readiness and transition-to-operations activities throughout the project lifecycle. The role ensures that facilities, systems, personnel, documentation, and operational processes are fully prepared for safe, efficient, and seamless commissioning, start-up, handover, and ongoing operations.

Working on behalf of the Owner, the Operation Readiness Manager collaborates with EPC contractors, commissioning teams, operations personnel, maintenance teams, vendors, and stakeholders to ensure operational requirements are integrated into project execution

Operational Readiness Planning

  • Develop and implement the Operational Readiness (OR) strategy and execution plan.
  • Establish OR milestones aligned with the overall project schedule.
  • Define readiness criteria for each project phase.
  • Monitor OR progress and report status to project leadership.

Operations Integration

  • Represent the Operations organization during project execution.
  • Ensure operational requirements are incorporated into engineering, procurement, construction, and commissioning activities.
  • Participate in design reviews, HAZOP, constructability, operability, and maintainability reviews.

Commissioning & Start-Up Support

  • Coordinate readiness activities supporting pre-commissioning, commissioning, and start-up.
  • Ensure Operations personnel are fully involved during commissioning.
  • Verify systems are ready for turnover.
  • Support integrated start-up planning.

Procedures & Documentation

  • Ensure preparation and review of:
    • Operating Procedures
    • Maintenance Procedures
    • Emergency Procedures
    • Isolation Procedures
    • Standard Operating Procedures (SOPs)
  • Verify completeness of:
    • As-built drawings
    • Equipment manuals
    • Vendor documentation
    • Maintenance manuals
    • Spare parts documentation

Training & Competency

  • Develop Operations training plans.
  • Coordinate vendor and OEM training.
  • Ensure competency assessments are completed.
  • Verify operations and maintenance personnel are trained before start-up.

Maintenance Readiness

  • Coordinate development of preventive and predictive maintenance programs.
  • Ensure CMMS/EAM systems are populated.
  • Verify equipment hierarchy and asset registers.
  • Coordinate spare parts and critical spare strategy.

Systems & Asset Readiness

  • Verify all plant systems meet operational requirements.
  • Ensure utilities and supporting infrastructure are operational.
  • Coordinate plant walkdowns and punch list closure.
  • Lead Operational Readiness inspections.

Handover & Turnover

  • Manage system handover from Construction to Commissioning.
  • Coordinate turnover from Commissioning to Operations.
  • Ensure completion of turnover dossiers.
  • Verify acceptance criteria are met before handover.

Risk Management

  • Identify operational readiness risks.
  • Develop mitigation plans.
  • Monitor critical readiness actions.
  • Maintain OR risk register.

Stakeholder Management

  • Interface with:
    • Client Operations
    • EPC Contractor
    • Commissioning Team
    • Maintenance Team
    • HSE Team
    • Vendors
    • Regulatory Authorities
  • Facilitate OR workshops and readiness meetings.

HSE & Quality

  • Ensure operational readiness complies with HSE standards.
  • Support Process Safety Management (PSM) implementation.
  • Ensure regulatory compliance prior to start-up.
  • Promote safe start-up and operational excellence.

Reporting

  • Prepare:
    • Operational Readiness Reports
    • Readiness Dashboards
    • KPI Reports
    • Risk Reports
    • Management Presentations

Expected:

  • Bachelor's degree in Engineering (Mechanical, Electrical, Chemical, Process, Industrial, or related discipline).
  • Master's degree is an advantage.
  • Professional certifications such as PMP, PMI-RMP, APM, or Operational Readiness certifications are desirable.
  • 20+ years of experience in major capital projects.
  • Minimum 8 years in Operational Readiness or Transition to Operations.
  • Experience within PMC or Owner's Engineer organizations.
  • Experience on EPC, Oil & Gas, Petrochemical, Energy, Mining, Industrial, Infrastructure, or Utilities projects.
  • Proven experience supporting commissioning, start-up, and facility handover.
