Job Description

There has never been a better time to join United Living Infrastructure Services as we build a team to deliver major infrastructure construction projects across the UK supporting the governments Net Zero transition targets.

A subsidiary of United Living Group, United Living Infrastructure Services provide design, construction, commissioning and maintenance services for the UK's critical energy and water infrastructure.

Working in partnership with our clients, which are the UK’s largest network owners and operators, we work on highly complex projects to deliver resilient infrastructure, meeting the needs of local communities as well as national interests.

One of our key strengths lies in our ability to deliver projects nationally, but also ensuring that within each programme of work, we engage with local communities.

We do this through employing people who are representative of the local communities we work in, training and developing them to take pride in the work they do, and to be responsible for delivering leading levels of performance across our projects.

Key Responsibilities:

  • Compliance Monitoring & Auditing:
    • Conduct regular, scheduled, and ad-hoc audits and inspections of company vehicles (HGVs, LGVs, company cars, etc.) and plant machinery (excavators, forklifts, telehandlers, etc.) across all company sites.
    • Verify adherence to all statutory regulations, including but not limited to DVSA (Driver and Vehicle Standards Agency) requirements, PUWER (Provision and Use of Work Equipment Regulations), LOLER (Lifting Operations and Lifting Equipment Regulations), Fleet Operator Recognition Scheme and other relevant health and safety legislation.
    • Ensure compliance with roadworthiness standards, maintenance schedules, and equipment certification.
    • Monitor and audit driver and operator compliance, including driving hours, tachograph regulations, licence checks, and training certifications where required.
  • Policy & Procedure Development:
    • Contribute to the development, review, and implementation of robust vehicle and plant compliance policies, procedures, and safe systems of work.
    • Keep abreast of changes in legislation and industry standards, updating internal documentation as necessary to ensure continuous compliance.
  • Investigation & Reporting:
    • Investigate compliance breaches, incidents, and near misses related to vehicles and plant, identifying root causes and recommending corrective and preventive actions.
    • Prepare comprehensive compliance reports for management, highlighting trends, risks, and recommendations for improvement.
    • Maintain accurate and detailed records of all compliance activities, inspections, audits, and corrective actions.
  • Training & Awareness:
    • Develop and deliver training and toolbox talks to employees, drivers, and plant operators on compliance requirements, safe operating procedures, and best practices.
    • Promote a proactive safety and compliance culture throughout the organisation.
  • Risk Management:
    • Identify potential compliance risks and proactively implement measures to mitigate them.

Qualifications

Skills & Experience Required:

  • Essential:
    • Knowledge of UK road transport legislation (e.g., DVSA regulations, O-licence requirements), PUWER, LOLER, and other relevant H&S regulations related to mobile plant.
    • Demonstrable experience in conducting audits, inspections, and incident investigations.
    • Excellent communication (verbal and written) and interpersonal skills, with the ability to influence and engage at all levels.
    • Strong analytical skills with an ability to interpret data and produce clear, concise reports.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
    • Full UK driving licence and willingness to travel frequently across company sites across the UK.
  • Desirable:
    • NEBOSH General Certificate or equivalent health and safety qualification.
    • Experience with fleet management software or compliance management systems.
    • Knowledge of ISO standards (e.g., ISO 45001, ISO 9001).
