Thalle Construction Co., Inc. is pleased to announce a career opportunity for a Plant Manager – Soil Cement/RCC Plants on the Central Everglades Planning Project (CEPP) Everglades Agricultural Area (EAA) A-2 Reservoir in Palm Beach County, Florida. This project marks the largest contract in the Jacksonville District’s history. Thalle will oversee the construction of a 17.75-mile embankment dam and associated structures. This project offers potential Project Team members a valuable opportunity to broaden their professional experience and advance their careers throughout its duration. Title: Plant Manager – Soil Cement/RCC Plants

Overview:

The Plant Manager – Soil Cement/RCC Plants will oversee the operation, production, maintenance, and performance of soil cement and RCC plants supporting a large-scale heavy civil infrastructure project. This position will be responsible for ensuring the plant operates safely and efficiently while meeting production requirements, quality specifications, project schedules, and environmental requirements.

The Plant Manager will work closely with project management, field operations, quality control, equipment, maintenance, and subcontractor teams to coordinate material production and delivery to the placement operation.

• Manage the day-to-day operation of soil cement and/or RCC production plants supporting large-scale heavy civil construction.
• Oversee plant production to ensure required quantities, production rates, and material specifications are consistently achieved.
• Coordinate plant operations with field crews responsible for material placement, grading, spreading, and compaction.
• Monitor production schedules and adjust plant operations to meet project demands and placement requirements.
• Supervise plant personnel, operators, mechanics, and other support staff.
• Coordinate equipment maintenance, repairs, inspections, and preventative maintenance to minimize production downtime.
• Monitor the availability and quality of raw materials, including cement, aggregates, soil, water, and other materials required for production.
• Work closely with Quality Control and laboratory personnel to ensure mix designs, moisture content, cement content, density, strength, and other testing requirements are being met.
• Monitor plant batching, mixing, and material handling operations to maintain consistent production and quality.
• Review production reports, plant data, material quantities, testing results, and daily operational records.
• Troubleshoot production, equipment, material, and quality issues and coordinate corrective actions.
• Coordinate with project management and field leadership regarding production rates, plant capacity, upcoming work, and operational constraints.
• Assist with planning plant setup, material stockpiles, haul routes, equipment requirements, and production sequencing.
• Ensure plant operations comply with project specifications, safety requirements, environmental regulations, and company policies.
• Promote a strong safety culture and ensure employees receive appropriate training and follow established procedures.
• Coordinate with vendors, suppliers, subcontractors, and equipment personnel as needed.
• Track production costs, labor, materials, equipment utilization, and other operational metrics.
• Maintain accurate plant records and documentation required by the project and owner.
• Participate in project meetings and provide updates regarding plant production, maintenance, staffing, and operational performance.
• Identify opportunities to improve plant efficiency, production capacity, material utilization, and overall project performance.

Qualifications

• 7+ years of experience in heavy civil construction, materials production, concrete production, soil cement, RCC, or a related field.
• Strong understanding of soil cement and/or RCC production, batching, mixing, material handling, and placement operations.
• Experience working on large-scale dam, reservoir, embankment, water infrastructure, transportation, or other heavy civil projects is strongly preferred.
• Experience supervising plant personnel, operators, mechanics, and production teams.
• Strong understanding of construction materials, quality control, testing requirements, and project specifications.
• Ability to coordinate multiple crews and departments in a high-production construction environment.
• Strong troubleshooting and problem-solving skills related to plant operations and equipment.
• Ability to read and understand project plans, specifications, mix designs, and production requirements.
• Strong organizational, communication, and leadership skills.
• Proficiency with standard Microsoft Office applications and construction/project management software.
• Ability to work extended hours, weekends, shifts, and varying schedules as required by project operations.

Physical Requirements:

• Ability to perform the essential job functions consistent safely and successfully with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
• Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
• Must be able to lift and carry up to 50 lbs.
• Must be able to talk, listen and speak clearly on telephone.
