This position is responsible for providing management consultant services to FDLE and other agencies to improve operations and ensure efficient and effective accomplishment of agency objectives. This position works independently and coordinates teams to accomplish objectives established in the Long Range Program Plan and the mission of Offender Registry Services (ORS) and consults with other governmental agencies to evaluate their information needs and capabilities. Under the direction of the Bureau Chief (BC), this position coordinates the activities of the Offender Policy & Case Analysis unit (OPCA), conducts research, and makes recommendations to management for the improvement, acquisition, and development of programs, training and technical equipment. This position coordinates with the other OPCA supervisor, as well as the supervisors of Investigations & Enforcement (IE), Offender Enforcement & Apprehension (OEA), and Offender Registration & Data Management (ORDM) to accomplish the overall goals of the bureau.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Providing leadership to OPCA by overseeing case reviews and unit procedures, engaging in procedural decision-making with the adjacent OPCA PM, and supervising Government Operations Consultants;
  • Providing management, motivation, direction, and coordination of OPCA’s Government Operations Consultants;
  • Assisting section members by determining overall objectives, developing work plans and designing techniques for acquiring information and completing assignment;
  • Overseeing litigative and legal issues as related to sexual offender/predator and career offender registration laws;
  • Assisting OGC and the Florida Attorney General’s Office (AG) on legal and litigation matters;
  • Providing direction on the completion of ORS projects, assessments, and publications, to include updating and formatting the registry Guidelines and Field Guide books;
  • Assisting management to promote the most efficient and effective methods to accomplish and distribute the project outcomes;
  • Providing direction on the development, distribution, accessibility, and maintenance of all ORS procedures, forms, correspondence templates; and
  • Supporting the training and equipment needs of ORS initiatives.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

MINIMUM QUALIFICATIONS:

  1. At least two years of professional or criminal justice experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the basic principles and practices of law enforcement and the criminal justice system;
  • Knowledge of law enforcement telecommunications systems;
  • Knowledge of report writing techniques;
  • Knowledge of research and intelligence analysis techniques;
  • Knowledge of legislative bill analysis;
  • Knowledge of the basic principles and practices of litigation;
  • Knowledge of office procedures and practices;
  • Knowledge of the principles and techniques of effective verbal and written communication;
  • Ability to understand and apply applicable rules, regulations, policies, and procedures;
  • Ability to plan, organize, and coordinate work assignments; and
  • Ability to establish and maintain effective working relationships with others.

BASE SALARY:

  • $68,289.00

NOTES:

Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
