About our client

An international marine and port engineering contractor with a global delivery record spanning deep-water ports, container and bulk terminals, breakwaters, dredging and land reclamation across Asia, Africa, the Middle East and the Americas. The group is building its Hong Kong marine delivery capability and is appointing a Planning Manager to own programme and planning leadership across its local port and marine portfolio.

Why this seat exists

The Hong Kong organisation is being established around current programmes and a regional port pipeline. This is a founding leadership appointment: the Planning Manager hired now will build the planning function — baselines, systems, reporting standards and tender planning capability — rather than inherit them.

The role — Planning Manager (Marine / Port Works)

Reporting to the Project Director, you will own planning and programming across the contractor's Hong Kong marine and port construction portfolio:

  • Develop, baseline and maintain Primavera P6 and MS Project programmes for marine construction works — marine structures, dredging, reclamation and associated land works — from pre-construction through delivery
  • Plan around the constraints that define marine construction: tidal windows, vessel and plant movements, dredging and deposition sequences, marine traffic, environmental permit conditions and weather stand-down risk
  • Lead programme strategy for tenders and technical submissions: construction methodology sequencing, marine logistics, resource and plant loading, and the programme content of bid documents
  • Drive critical-path management on live projects; run look-ahead programmes, recovery planning and delay mitigation with site and marine teams
  • Integrate programmes across multi-contract portfolios, JV interfaces and shared marine plant
  • Produce progress reports, S-curves, earned-value analysis and management dashboards for executive review
  • Maintain programme records to support commercial, variation and extension-of-time positions
  • Build and mentor the local planning capability as the portfolio grows

Requirements

  • Degree in Civil Engineering, Construction Engineering or equivalent
  • Minimum 8–10 years' planning experience on large-scale construction projects, main contractor side, with meaningful exposure to marine, port, dredging or reclamation works
  • Expert-level Primavera P6; strong MS Project; proven tender planning and technical submission track record
  • Working knowledge of marine construction logistics and sequencing (advantageous and distinct from land-building planning)
  • Professional membership (MHKIE / CEng MICE) preferred — the client's governance framework is chartership-centred
  • Strong written and spoken English and Chinese
  • International or regional project exposure valued
