About 3cRGH (Your consultant on this search)

3cRGH is a specialist construction & infrastructure recruitment firm covering APAC, and part of RGH Global — a UK-headquartered People Services and Workforce Optimisation group. We work the engineering market at desk level: we know the projects, the teams, and what a career move is actually worth. Every conversation with us is confidential, and your details are never sent anywhere without your explicit approval.

About our client

One of Hong Kong's tier-one main contractors, with decades of landmark delivery and one of the deepest active order books in the market — spanning water and wastewater infrastructure, flood protection, highways, railway civils, hospitals, public housing, commercial towers and environmental facilities. The group is a recognised pioneer of MiC (Modular Integrated Construction), delivers extensively under NEC partnering contracts, and carries an award-winning safety and environmental record.

Why this seat exists

The group is scaling its planning capability against a multi-billion-dollar pipeline concentrated in the Northern Metropolis and strategic infrastructure programmes. This is not a replacement hire — it is a capacity hire, with visibility across live projects and future tenders.

The role — Planning Manager

You will lead planning and programming across major civil/building works projects, and carry planning ownership of tender technical submissions for new work:

  • Develop, baseline and maintain Primavera P6 and MS Project programmes for large-scale construction projects — pre-construction through delivery
  • Lead programme strategy for tenders: construction methodology sequencing, logistics planning, resource and cashflow loading, and the programme chapters of technical submissions
  • Drive critical-path management on live projects; run look-ahead programmes, recovery planning and delay mitigation with site teams
  • Integrate planning across multi-contract programmes and JV interfaces
  • Produce progress reports, S-curves, earned-value analysis and management dashboards
  • Coordinate with planners, engineers, commercial teams and site management; mentor junior planners
  • Support claims and EOT analysis with programme records and forensic schedules where required

The portfolio you would plan for (described in confidence)

Exact assignment is confirmed at offer stage, matched to your experience:

  • Water & wastewater mega-projects — treatment plant civil works and one of Hong Kong's most complex underground construction programmes
  • Flood protection, highways & strategic roads — barrage and river works, trunk road widening and interchanges within a flagship northern development area
  • Railway civil engineering — station and trackwork civils on a live MTR corridor under NEC target-cost contracts
  • Environmental infrastructure — long-term design-build-operate facilities
  • Building works — hospital redevelopments, MiC public housing, prime commercial and data centre construction
  • Northern Metropolis pipeline — ongoing and successive packages, within a group programme reported to exceed HK$100 billion

Requirements

  • Degree in Construction Engineering / Civil Engineering or equivalent
  • Minimum 10 years' planning experience on large-scale construction projects, main contractor side
  • Expert-level Primavera P6; strong MS Project; proven tender planning and technical submission track record
  • Demonstrated experience planning under NEC contracts strongly preferred
  • Strong written English and Chinese — you will own written programme content in tender submissions
  • Multi-project or portfolio planning experience an advantage; JV interface experience valued
  • Professional membership (e.g. MHKIE / CEng MICE) preferred

The package

  • Base salary at a competitive market rate for a planning manager at a tier-one contractor, with chartership premium recognised
  • Double pay + discretionary performance bonus
  • Medical benefits and structured professional development
  • A visible runway: Planning Manager Senior Planning Manager / Planning Lead, with tender exposure across the group's full pipeline

All applications and enquiries are treated in absolute confidence. Client identity is disclosed only to candidates who pass our initial consultation and are shortlisted for client interview.
