Duties and Responsibilities

The MS Analyst II works within the Systems Evaluation Unit under the supervision of the Operations Services Manager (OSM). The MS Analyst II works in partnership with MS Analyst I and ISA staff to maintain the overall functionality and efficiency of HSMV software applications and systems in accordance with Florida statute, DHSMV rule, policy, and procedures. The MS Analyst II is responsible for helping the Department meet its strategic goals by providing project management support to the Systems Evaluation Unit. The MS Analyst II will directly assist the MS Analyst I team in executing various forms testing which includes user acceptance testing, sprint testing, regression testing, and end-to-end system testing. The MS Analyst II helps to isolate and document the cause of systematic issues as well as recommends a solution for ISA to implement. Before release of code changes to the DHSMV production environment, the MS Analyst II reviews and approves or accepts that the system’s integrity is maintained, and the issue is resolved. The MS Analyst II is responsible for assisting the OSM in maintaining the integrity of the lab environment as well as documenting requirements and requests and developing written communications and analytical reports. The MS Analyst II will be responsible for maintaining timely and effective communications with managers, the unit, ISA, other bureaus, and external stakeholders.

Knowledge, Skills, and Abilities

  • Knowledge of Florida statutes and HSMV rules, policies, and procedures related to driver licenses and motor vehicles.
  • Skill in the use of Microsoft Office applications such as Word, Excel, PowerPoint, and MTM (Microsoft Test Manager).
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-Time Vehicle Information System (FRVIS), Motorist Maintenance (MM), Virtual Office (VO) and/or Online Registration and Identity Operating Network (ORION) applications; Driver License Issuance, Motorist Maintenance, Electronic Filing System and/or MyDMV Portal.
  • Ability to facilitate medium to large groups of people at various organizational levels for the purposes of planning, problem solving, or strategy development.
  • Ability to analyze and interpret technical and business data.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to provide technical assistance.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.

Preferred Qualifications
Preference will be given to candidates with the following:

  • Experience testing system applications.
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-Time Vehicle Information System (FRVIS), Motorist Maintenance (MM), Virtual Office (VO) and/or Online Registration and Identity Operating Network (ORION) applications; Driver License Issuance, Motorist Maintenance, Electronic Filing System and/or MyDMV Portal and Blueprint.

Job Related Requirements

  • This position may be required to work hours outside of the normal work schedule to include evenings and/or weekends.

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
