Summary

The Environmental Senior Planner -Hazard Mitigation Specialist isresponsible for carrying out and takingthe leadon tasks including research, report preparation, and outreach for activities as set forth in the DepartmentWork Program with focus on hazard mitigation and related planning efforts.

Examples of duties

Under general supervision of the Environmental Manager:

  • Conducts activities related to updating/maintaining the County's Hazard Mitigation Plan (hereafter HMP) including but not limited to the following:
  • Prepare for and set an annual Hazard Mitigation/Act 167 WPAC meeting.
  • Conduct necessary outreach and collect needed input for HMP update.
  • Develop HMP content including necessary data and appendix supporting documentation.
  • Foster existing HMP municipalities and strive to add un-signed municipalities with a goal of 100% participation.
  • Develop informational resources for both the public and municipalities to further overall county understanding for the necessity for hazard mitigation planning.
  • Foster collaborative relations with hazard mitigation efforts of the County Emergency Services Department as well as neighboring counties, the City of Philadelphia, and Pennsylvania Emergency Management Agency (PEMA).
  • Assist in county stormwater planning efforts including aiding in the implementation and updating of the Countywide Act 167 stormwater plan.
  • Prepares subdivision/land development reports and other section tasks as requested.
  • Provides work guidance to Planners and Interns, as required.
  • Prepares environmental components of municipal and/or multi-municipal comprehensive plans.
  • Participates in regional environmental and watershed group committees.
  • Presents at regional meetings, conferences, and local events.
  • Performs state-mandated sewage facilities planning module reviews.
  • Develops grant applications.
  • Provides technical assistance to municipalities concerning environmental issues and programs.
  • Responds to public inquiries regarding environmental issues.

Qualifications

  • Master's degree in planning or related field, plus 2 years of Hazard Mitigation Plan experience; or bachelor's degree in planning or related field, plus 4 years of Hazard Mitigation experience; or equivalent combination of education and experience.
  • Ability to work in a team environment on a wide range of projects involving both public and private interests is essential.
  • Excellent written and oral communication skills.
  • Research skills.
  • Organizational and time management skills.
  • Familiarity with the planning process at the local level.
  • Working knowledge of AGOL or/and existing network within the hazard mitigation profession is/are a plus.

About Delaware County, Pennsylvania

Delaware County is governed by a five-member County Council, which replaced the three-member Board of County Commissioners as the governing body of the County in January 1976, when the Home Rule Charter went into effect. The actually expansion of Council to five members occurred in January 1978.

Council is responsible for all legislative and administrative functions of the County government. Although Council has overall responsibility for all action of County departments, the Executive Director, a County Council appointee, is directly responsible for the operations of certain departments as outlined in the Home Rule Charter or Administrative Code, or as assigned by the Executive Director and the County Clerk. Legal guidance and representation is provided by the Solicitor.

Members of Council are elected to four-year terms at staggered two-year intervals in years when municipal elections are held, which occur in odd-numbered years. Council organizes the first Monday of each even-numbered year when the members elect one of their own to serve as Chairman and one to service as Vice Chairman. The powers and duties of Council are many and varied. The Home Rule Charter provides Council with the authority to pass ordinances, resolutions and proclamations and to provide budgets and personnel to meet the needs of the people of Delaware County as they arise.

Council is responsible for adopting a budget each calendar year. The budget includes setting personal and real estate tax rates and fees to raise the funds needed to meet the needs of the budget. To raise money for major capital projects, Council sells tax-exempt municipal bonds which are paid off at predetermined intervals over a certain number of years. Many social programs are primarily funded by federal and state grants, which are forwarded to the County government for distribution. Payroll scales and the number of employees necessary to perform County services, including judicial offices, are set by Council.
