The City of Johnson City, Tennessee is currently accepting applications for a Planner II in the Planning Division. The employee performs difficult professional work in the handling of a variety of assignments in the planning division of the Development Services department; does related work as required. Work is performed under the general supervision of the Director of Development Services or another designee. The work of this class involves responsibility for the performance of moderately difficult technical work in city planning under the supervision of the Director of Development Services or their designee. Supervision may be exercised over subordinate professional, technical and clerical personnel Independent judgment is exercised in the application of professional techniques and principles to recurring problems, which do not go beyond the bounds of established departmental rules, standards, and policies. Supervision is received from a superior who reviews work through consultation and analysis of reports prepared.
Essential Functions of Position:
Required Knowledge, Skills and Abilities: Proficient (intermediate) knowledge of the principles and practices of city planning; proficient (intermediate) knowledge of the general statutes (Tennessee Code Annotated), city charter and of the various ordinances, codes, and regulations pertaining to planning and zoning; proficient (intermediate) knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics; general knowledge of the principles of research, and of standard sources and uses of socio‑economic information; general knowledge of research methodology and of standard statistical procedures; ability to plan, organize and carry out moderately complex research projects independently and effectively; ability to select and apply proper research methodology; ability to present results of research effectively in oral, written, and graphic form; ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies and the general public. Ability to meet deadlines and keep projects on schedule. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on computer keyboards for data entry. Ability to speak clearly.
Acceptable Experience and Training: Graduation from a college or university of recognized standing with major course work in planning or one of the social or engineering sciences; Masters degree in planning or design discipline is preferred; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Specialized knowledge or experience in at least one other discipline, such as design, physical geography, geology, civil engineering, traffic engineering, economics, or political science, is desired.
