Job Description

Summary: Completes all readiness-phase deliverables so shelter staff are prepared to deploy, and supports operational planning once activated.

Responsibilities

• Develop and annually update the operational plan for activating, mobilizing, deploying, managing and demobilizing shelter teams in congregate and non-congregate settings.
• Build the time-phased activation and mobilization schedule, including decisions, communications and notification tasks.
• Maintain the personnel roster, staffing plan and readiness tracking for annual May 1 submissions.
• Develop the communications plan covering personnel from activation to demobilization.
• Coordinate shelter staff training and track background screening completion.
• During activation, support situation reporting, resource tracking and after-action documentation.

Qualifications

• 3+ years in emergency management planning, preferably mass care, sheltering or ESF-6.
• Experience writing operational plans, concepts of operations or CEMP annexes.
• FEMA IS-100, IS-200, IS-700 and IS-800 required; IS-235 preferred.
• Strong writing, scheduling and data-tracking skills.

Physical and deployment requirements: Able to work remotely and deploy on short notice; must pass Level 1 background screening.
