Job Description
Planner 1 is responsible for developing accurate work specifications, planning documents, and work packages that support Navy ship repair and maintenance projects. This position prepares, revises, and manages planning documentation in accordance with government standards, technical requirements, and contract specifications while coordinating closely with production, estimating, scheduling, and customer representatives. Work is performed in an active shipyard environment supporting complex maintenance availabilities and modernization projects. This role is offered on a contract basis, with strong potential for long-term or permanent placement based on performance and client need.
Responsibilities
- Develop, prepare, revise, issue, and distribute work specifications, planning documents, procedures, and work items in accordance with government requirements, technical directives, and company procedures.
- Create accurate Work Notifications (WN), Navy Maintenance Database (NMD) availabilities, and detailed Work Specification Items that support ship repair planning and execution.
- Conduct ship checks aboard vessels to verify work scope, gather field data, and validate technical requirements prior to work package development.
- Interpret engineering drawings, blueprints, specifications, standard items, and technical manuals to prepare complete and accurate planning documentation.
- Integrate and validate planning activities with production, estimating, scheduling, supply chain, contracts, and government representatives to ensure planning accuracy and project readiness.
- Prepare advanced planning reports and documentation for government review and processing while ensuring compliance with contract requirements.
- Conduct planning meetings and communicate schedule updates, planning changes, and technical information to key project stakeholders.
- Coordinate closely with Estimators and Schedulers to ensure work packages accurately support integrated project schedules and production requirements.
Requirements
- Bachelor's degree in a related field, Associate degree plus two (2) years of directly related experience, or six (6) years of directly related planning experience.
- Experience working in a U.S. Navy ship repair or naval maintenance environment.
- Working knowledge of Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
- Experience using the Navy Maintenance Database (NMD) Planning and Execution Modules.
- Ability to read and interpret engineering drawings, blueprints, NAVSEA Standard Items, work specifications, and technical documentation.
- Excellent written and verbal communication skills with the ability to coordinate effectively across multiple departments and resolve planning conflicts.
- Ability to conduct ship checks aboard vessels, climb ladders, access confined spaces, and work throughout shipyard and dry dock environments.
- Must be a U.S. citizen and eligible to obtain a Common Access Card (CAC) and security clearance.
- Must be willing to travel, possess reliable transportation, maintain dependable attendance, and work overtime as required.
Preferred Qualifications
- Previous planning experience supporting Navy maintenance availabilities or modernization projects.
- Familiarity with NAVSEA planning procedures and government work package development.
- Experience coordinating directly with government planning personnel and customer representatives.
- Knowledge of shipyard production operations, estimating, scheduling, and material planning.
- OSHA 10 Maritime or OSHA 30 certification.
Additional Information
Work is performed aboard vessels, in dry docks, and in industrial shipyard environments supporting Navy and commercial repair operations. Duties may involve confined or elevated spaces, climbing ladders, and active production areas. Exposure to industrial noise, dust, fumes, and varying environmental conditions is expected; respiratory protection may be required based on task or location. PPE is required in accordance with site safety policies. Work schedules may include overtime, nights, weekends, and variable shifts based on production needs. Reliable transportation is required to report to assigned shipyard or project locations.
