Ensures the safe, reliable, and efficient operation, maintenance, and management of pipeline networks and custody transfer measurement by complying with regulatory requirements and following all company policies and procedures. Manages Pipeline Technicians in the area. The pipeline networks and / or metering installations supported by this position include GCPL, MRPL, H2/Syngas and various On-Site and IM locations.

Works closely with the Manager, Pipeline Regulatory Compliance to ensure system operation and maintenance is executed in compliance with all state and federal regulating entities including, but not limited to:
TX Railroad Commission
LA Department of Natural Resources
PHMSA
Develops and implements a safety plan and safe work practices for assigned systems
Develops and tests emergency response and system plans
Reports and investigates all incidents and ensures corrective / preventive actions are complete
Works with the Pipeline Integrity Manager to maintain pipeline system integrity
Participates in the Management of Change process, Root Cause Analysis, Process Hazard Analysis, Job Activity Plan, Accident Risk Analysis, Pre-Start Up Safety Review, etc.
Ensures pertinent documentation and affiliated reporting requirements are completed on time
Operates and Maintains the Pipeline Networks Safely and Reliably:
Maintain reliable product supply and reliable measurement of pipeline products to customers
Communicates with customers, suppliers, OCC, and management on a regular basis to ensure product accountability
Implements low cost, high reliability operating best practices
Develops an annual operation and maintenance plan for assigned systems
Utilizes MAXIMO for routine work orders, PM’s, and PR’s. Documents maintenance history in Maximo
Coordinates field operations and maintenance for assigned pipeline systems without interruption of customer product supply
Actively manage all field operations and maintenance activities in assigned systems, including but not limited to:
Start up and shut down of pipelines
Testing, installing, and calibrating equipment
CP survey
Leak detection surveys
Visual inspections of pipe, meters, and valves
Troubleshooting and repairs along pipeline systems
Supervises contractors performing pipeline maintenance and repair, valve and meter repairs, issues with other pipeline companies, ROW maintenance, line locates, dig inspections, etc
Assists and directs contractors for line locations, easements, leak detection surveys, and repairs along assigned pipeline systems
Ensures development of, approval of, communication of, and adherence to startup and shutdown procedures for pipeline activities
Prioritizes and implements improvement projects and required maintenance
Works with Pipeline Operations Manager to maintain annual budget and cost control of assigned systems
Works with pipeline construction teams in the development and implementation of capital projects to ensure that pipeline operations needs are met
Qualify and maintain vendor relationships for field work
Develops and Leads People:
Models exemplary safety behavior, leads by personal example
Works to maintain zero accidents by taking a leadership role in safety
Actively manages the pipeline field supervisors in their area
Effectively delegates clear responsibilities to direct reports
Insists on adherence to administrative and operational policies and procedures
Implements individual development plans annually through the TMS process and provides training and coaching to develop personnel
Provide an Air Liquide Presence at Customer Meter Installations:
Provide required customer and management reports regarding calibrations, testing and operations
Interface regularly with customer for system design, troubleshooting, meter calibrations, etc.
Foster positive quality customer relationships
Testing, troubleshooting, installation of new equipment, and calibration of billing custody transfer meters and related equipment

Primary metering elements (orifice, venture, coriolis, positive displacement, turbine, and others)

Requirements:
High School diploma or GED required; Bachelor or Technical degree preferred plus 10 years of Operations experience. Equivalent combination of education and experience acceptable.
Understanding of the technical details of pipeline operations such as custody transfer measurement and associated hardware, cathodic protection, maintenance practices, system operational dynamics, etc
Ability to organize, prioritize and manage multiple issues simultaneously
Ability to effectively work under pressure and manage crisis situations
Ability to read, develop and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to interface effectively with customers, OCC, and operating personnel
Ability to maintain records of standards, guidelines, and procedures
Excellent communication and team leadership skills
Works with minimal supervision. Plans and schedules work and that of employees
Applies problem solving skills effectively
Management experience preferred
Physical Requirements:
Ability to work extended hours and shift work as business needs dictate
On call night, weekends and holidays as required
Approximately 20% travel required
Ability to safely climb through pipe racks and meter stations
Ability to safely walk relatively long distances over various terrains
Ability to distinguish colors (wiring)
Ability to function safely in elevated work areas
Must be able to lift 50 lbs
Must be able to wear required PPE safety equipment including hardhats, safety glasses, steel toe shoes, FRC clothing, and respirators
