Citizenship / Access Requirements: Must satisfy all Bureau of Prisons suitability, security, onboarding, training, identification, and institution-access requirements applicable to the position.

Security Requirements: No formal clearance level is specified. Employment is contingent upon successful completion of institution security requirements, orientation, training, identification, accountability, privacy, and correctional-environment processes.

Number of FTEs: Part-time, normally no more than 30 hours per week.

Type of Employment: Part-Time.

Estimated Total Compensation: $21.02 per hour.

Working Hours: Monday through Thursday, excluding federal holidays, primarily 6:00 AM to 2:00 PM Eastern Time with a 30-minute unpaid lunch. Scheduling may be adjusted within the 6:00 AM to 4:00 PM operating window based on institutional needs.

Work Arrangement: On-site at the FCI McKean Health Services Department and Satellite Camp. Remote or telework performance is not authorized.

Period of Performance: November 15, 2026 through November 14, 2031, if all option periods are exercised.

Paid Sick Leave: Eligibility and accrual follow applicable law and company policy.

Paid Time Off / Vacation: Eligibility and accrual follow company policy and applicable plan terms.

Paid Federal Holidays: Holiday eligibility and pay follow the assigned work schedule, contract requirements, and company policy.

Summary of Services

The Phlebotomist will provide on-site specimen collection and clinical laboratory support within FCI McKean's Health Services Department and Satellite Camp. The position supports patient flow, specimen processing and transport, laboratory documentation, reference-laboratory coordination, equipment and supply readiness, and correctional-environment compliance.

Mandatory Qualifications

Must hold valid certification or other authorization required to practice as a Phlebotomist in Pennsylvania.

Must maintain current CPR certification through the American Heart Association or American Red Cross.

Must have experience collecting, labeling, processing, packaging, and shipping specimens to referral laboratories.

Must understand laboratory recordkeeping, quality procedures, infection control, and patient-identification requirements.

Must be able to use electronic health records, scanners, standard office applications, and laboratory equipment required for the assignment.

Must communicate professionally with patients, clinicians, correctional staff, laboratory personnel, and outside service providers.

Correctional healthcare or comparable secure-clinical-environment experience is preferred but not required.

Must satisfy all Bureau of Prisons security, suitability, orientation, training, and institution-access requirements.

Duties and Responsibilities

Receive patients, verify identity, explain procedures, and support orderly clinic patient flow.

Collect blood and other authorized specimens using appropriate safety, infection-control, and patient-care practices.

Measure and document vital signs and weight when required by clinic procedures.

Organize, schedule, and perform laboratory studies and specimen-collection activities.

Prepare, label, package, and transport specimens in accordance with laboratory and shipping requirements.

Ensure laboratory requests are complete and that reports are received, scanned, logged, routed, followed up, and filed appropriately.

Scan laboratory results into the Bureau Electronic Medical Record and maintain accurate required records.

Support admission and orientation in-processing, DNA procedures, vaccine programs, and PPD updates as assigned.

Coordinate with reference laboratories and assist with CLIA recertification, quality procedures, and laboratory-program policies.

Monitor equipment condition, perform authorized routine maintenance, and identify supply needs.

Protect patient information and follow Privacy Act, health-services, safety, and information-security requirements.

Follow institution security procedures, accountability requirements, badge rules, movement controls, and staff direction.

Remain flexible when schedules, priorities, and institutional operating requirements change.

Required Candidate Submission Documents

Current resume documenting relevant phlebotomy and clinical laboratory experience.

Copies of phlebotomy certification, CPR certification, diplomas, training records, and other documents supporting the minimum qualifications.

Any security, suitability, health, identification, orientation, and onboarding documents requested by Fidelity Partners or the Government/client.
