Clinical Director, Pharmacy Services

We are currently recruiting for a Full Time Clinical Director, Pharmacy Services to support our Pharmacy Services team.
The purpose of this role is to provide clinical and operational support, direction and advice to the Senior Director, Pharmacy Services in the development, management, and implementation of the contracting process for pharmaceuticals and other related initiatives. The Clinical Director acts as a clinical pharmacy leader for designated committees as assigned (primarily Pharmacy Functional Advisory Committee and related subcommittees) The Clinical Director ensures that the sourcing process adheres to all applicable regulatory standards. Responsible for managing pharmaceutical supplier performance including, monitoring and communicating supplier drug shortages to Members.
Key Responsibilities
Sourcing Process RFP Cycle and Implementation of Pharmacy contracts
• Responsible for the management of contracting initiatives for pharmaceuticals and associated products as assigned (includes request for proposals (RFPs), negotiated sole source contracting, RFEOIs, ACANs and pricing agreements)
• Perform risk assessment using Clinical Risk Tool for all contracting initiatives
• Contract negotiation in collaboration with Senior Director
• Communication to Members throughout sourcing projects including summaries of outcomes to Members and relevant provincial organizations where applicable.
• Monitor product and technology developments within the pharmaceutical industry and assess new products for addition to contract.
• Contract maintenance activities over the life of all pharmacy contracts and agreements
• Contribute to the development and maintenance of pharmacy sourcing policies and procedure
Provide Member Services :
• Interchangeability of contracted products, i.e. backorder management and reimbursement inquiries
• Provide drug product information as required
• Manage contract product conversion
• Responsible for the management of product concerns tracking/resolution process
• Perform Pharmacy Committee or subcommitee work as assigned e.g. plan and organize education sessions/regular meeting opportunities, initiative strategy approval and projects as per the Pharmacy Committee’s Strategic Plan
• Manage RFP product and label scoring program
• Manage product recalls, includes risk assessment and communication strategy through MitigAID.
• Present Member Spend Analytics and Opportunity reports on at least a biannual basis
• Provide guidance and support to Member onboarding for new Pharmacy Member contract conversions, education and training
Ensure federal and provincial regulation standards are applied to sourcing and RFP evaluation//product selection process
• Includes Accreditation Canada, CSHP, CPSI, ISMP, CFTA and BPS Procurement Directive, CFTA and others
• Responsible for sourcing and RFP analysis, financial and non-financial scoring for assigned initiatives
• Responsible for development of non-financial sourcing criterion including mandatory and clinical criteria
• Responsible for application of all product safety criteria during evaluation and scoring for assigned sourcing initiatives
Drug Shortages Monitoring, Evaluation and Communication
• Review alternative suppliers and therapeutic alternatives
• Facilitate drug shortages meetings with Members
• Formulate action plan and communication plan with Members
• Perform risk analysis upon addition of alternative to contract (conversion risk, latex, etc.)
• Responsible for supply disruption tracking, risk rating and tasks assigned through MMC’s supply disruption management program MitigAID.
• Attend Provincial/Territorial Drug Shortages Task Team, Health Canada multistakeholder calls and provincial meetings as required.
Cross Portfolio
• Collaborate/participate in Strategic Sourcing initiatives as required where DIN and/or pharmaceutical-related products are being sourced
• Responsible for all aspects of Clinical Component of Med Surg RFP initiative as assigned.
Business Performance
• Participate in monitoring of Pharmacy business performance and implement action plans to maintain targets
• Complete formal supplier business reviews of top suppliers and meet on a regular basis as needed with assigned suppliers on current topics such as MMC updates, Member product issues, contract compliance, supply disruptions and supplier metrics
Qualifications and Skills
Education, Training, and Experience
• Demonstrated knowledge in all facets of MS Office and electronic communication
• Communications skills – written and oral
Mandatory
• Pharmacist Licensed by the Ontario College of Pharmacists or eligible for licensure by OCP
• Bachelor of Pharmacy degree or entry level PharmD
• Minimum 4 years Pharmacy practice experience in Hospital setting
• Demonstrated proficient communication skills both written and oral
• Organizational/time management, leadership, team building, business acumen, and attention to detail
• Customer centric “mindset”. Customer service oriented for ensuring an enhanced customer experience
Preferred
• Post graduate degree such as MBA or masters in relevant field
• Expert clinical knowledge in one defined area such as cardiology, oncology, acute care, paediatrics, geriatrics, infectious diseases, surgery or medicine.
• Project management experience
• Bilingual (French and English)
Travel
• Ability to travel to Mohawk Medbuy offices if required.

MMC is a Healthcare of Ontario Pension Plan (HOOPP) employer offering a comprehensive benefits package and flexible remote work options. The targeted hiring range of this role is $110,729 - $125,722 dependent on experience. This job posting is for a newly created vacancy.
