Clearance Required: Active TS/SCI required, will require Yankee White eligibility

Position Summary:

IT Veterans (ITV) is seeking a Subject Matter Expert (SME) Personnel Security Manager to manage the personnel security program supporting Task Force Raptor at the White House Communications Agency (WHCA).

Task Force Raptor is a White House-directed effort to modernize, secure, and harden the communications enterprise supporting the President. The SME Personnel Security Manager will oversee the personnel security program protecting the Task Force Raptor information environment and supporting a cleared workforce operating across multiple classification domains.

Responsibilities include clearance and access management across TS/SCI and Special Access Program (SAP) compartments, security indoctrination and debriefing, continuous vetting, insider threat coordination, security education, and personnel security compliance.

The SME Personnel Security Manager will establish program goals and procedures, direct security operations for the ITV contractor workforce, and serve as the primary contractor security interface with WHCA security leadership, the Task Force Lead, government Special Security Officers (SSOs), and other designated security personnel.

Key Responsibilities:

  • Manage the Task Force Raptor personnel security program for the ITV contractor workforce, including personnel security, SCI and SAP access administration, security education, and compliance, in coordination with the WHCA Special Security Office and government program security personnel.
  • Process, track, and manage personnel security actions, including clearance actions, SCI nominations, SAP access requests, indoctrinations, debriefings, visit requests, and reinvestigations using DISS, NBIS, NISS, and successor systems, as applicable.
  • Maintain accurate personnel security and access rosters across all applicable compartments, enclaves, and classification domains.
  • Serve as the primary contractor security interface for DD Form 254 requirements, Security Classification Guide (SCG) interpretation, security classification requirements, and security incident reporting.
  • Develop, maintain, and enforce the Task Force Raptor personnel security SOP and associated procedures.
  • Coordinate with the Task Force Lead and applicable leadership on Special Access Program implementation and personnel security requirements, ensuring applicable SAP personnel security requirements are satisfied before and during program execution.
  • Execute continuous vetting and reporting requirements under Trusted Workforce 2.0, SEAD 3, and SEAD 4.
  • Manage workforce self-reporting requirements, including foreign contacts, foreign travel, and other reportable security-related activities.
  • Coordinate insider threat referrals and security incident inquiries with appropriate government counterparts.
  • Conduct preliminary security inquiries as directed and prepare associated reports and documentation for the official record.
  • Deliver initial, annual, and event-driven security briefings to Task Force personnel.
  • Maintain security training and briefing records and ensure personnel remain current on applicable requirements.
  • Advise ITV program leadership and the ITV Facility Security Officer (FSO) on clearance pipeline health, onboarding timelines, access requirements, and staffing risks associated with personnel security requirements.
  • Forecast personnel security and access lead times to support recruiting, workforce planning, and project staffing requirements.
  • Support physical and information security requirements for contractor-occupied spaces as directed, including SCIF access control coordination and courier procedures.
  • Prepare for and support government security inspections, self-inspections, audits, and other security reviews.
  • Coordinate with project leadership, HR, recruiting, and personnel security stakeholders to ensure security requirements are incorporated into onboarding, personnel transitions, and workforce planning.

Required Qualifications:

  • Active TS/SCI clearance and eligibility for SAP access.
  • Bachelor's degree and 12 or more years of progressive DoD or Intelligence Community security experience, including at least 5 years managing a personnel security program supporting SCI and SAP populations. Master's degree preferred.
  • Demonstrated experience serving as an SSO, CSSO, CPSO, or Program Security Manager for a DoD or Intelligence Community program operating at the TS/SCI level with SAP involvement.
  • Working expertise with applicable personnel and industrial security requirements, including:
  • 32 CFR Part 117 (NISPOM)
  • DoDM 5200.02
  • DoDM 5205.07, Volumes 1–4
  • ICD 704
  • SEAD 3
  • SEAD 4
  • Trusted Workforce 2.0 continuous vetting requirements
  • Hands-on experience with DISS, NBIS, and NISS, as well as DD Form 254 requirements and Security Classification Guide interpretation.
  • SPēD Security Fundamentals Professional Certification (SFPC) and one of the following:
  • Security Program Integration Professional Certification (SPIPC)
  • Security Asset Protection Professional Certification (SAPPC)
  • ASIS CPP or NCMS ISP accepted as an equivalent.
  • Demonstrated ability to maintain accurate security records, manage sensitive personnel security information, and ensure compliance with applicable security requirements.
  • Ability to communicate effectively with senior military and civilian leadership and prepare security documentation suitable for the official record.

Preferred Qualifications:

  • SPēD Special Program Security Certification (SPSC).
  • SPēD Physical Security Certification (PSC) or Industrial Security Oversight Certification (ISOC).
  • Completion of CDSE FSO Program Management and/or SAP Security Officer training.
  • Experience supporting Presidential communications, WHCA, or other high-consequence programs involving personnel with Yankee White requirements.
  • Experience managing security programs spanning multiple TS/SCI enclaves and cross-domain environments.
  • Experience supporting SAP personnel security programs and coordinating access requirements across multiple special access compartments.
  • Prior military or government service in a security, counterintelligence, or special security career field.
