ABOUT OUR DISTRICT:

The Syracuse City School District is undergoing a new phase of innovation and transformation with the goal of ensuring that all students graduate high school with the skills needed to be ready for college and career. For Syracuse, all means all. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and she is seeking a dedicated and diverse team of educators to partner with her in moving the district toward its goals.

The Syracuse City School District represents 35 schools and programs, including 6 high schools, 6 middle schools, 6 K-8 schools, 13 elementary schools, and 4 alternative education programs, serving approximately 19,000 students Pre-K–12. Of these students, 82.3% qualify for free or reduced-price lunch, 20.1% are served by the Office of Special Education, and 83% are students of color.

LOCATION: Central Office, Office of Human Resources

WORK SCHEDULE: 40 hours per week, 12 months per year; full time position

DISTINGUISHING FEATURES OF THIS CLASS:

The work involves responsibility for planning, coordinating, administering, and evaluating a variety of personnel and human resources functions within a large public educational organization. Under the general supervision of a higher-level administrator, an employee in this class functions at a professional level in supporting the District workforce while ensuring compliance with Civil Service Law, collective bargaining agreements, Board policies, and applicable regulations. General supervision may be exercised over professional, technical, and clerical staff. Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Lead the assessment and analysis of departmental operations to identify opportunities for system automation, process improvement, and technology enhancements, prioritizing initiatives based on operational impact and organizational needs.
  • Collaborate with Information Technology employees, vendors, and consultants to define business requirements and develop effective system solutions that support departmental objectives.
  • Review and evaluate system designs, proposals, and enhancements to ensure alignment with operational requirements, data standards, regulatory compliance, and integration needs.
  • Develop and implement procedures, workflows, and controls to ensure accurate, timely, and efficient data collection, processing, and reporting.
  • Participate in the design, testing, and implementation of system interfaces, reports, and data entry processes to maximize usability and effectiveness.
  • Establish and maintain system access protocols, security controls, and data governance practices to safeguard confidential information and ensure data integrity.
  • Oversee quality assurance activities, including system testing, validation, audit controls, and ongoing monitoring to ensure accuracy, reliability, and compliance with established standards.
  • Supervise and provide direction to assigned staff, including training, performance management, workload coordination, and professional development.
  • Develop and maintain user guides, training materials, and documentation to support consistent system utilization and operational procedures.
  • Train and support employees in the effective use of systems, ensuring understanding of functionality, policies, and best practices.
  • Serve as the primary liaison for staff regarding system issues, operational concerns, enhancement requests, and process improvement opportunities.
  • Prepare reports and provide recommendations to management regarding system performance, operational efficiency, data quality, risks, and future development needs.
  • Monitor system functionality, data accuracy, and departmental workflows to identify trends, resolve issues, and implement continuous improvement initiatives.
  • Coordinate with other departments to evaluate business processes, data-sharing needs, and system integration opportunities that enhance organizational effectiveness.
  • Ensure the accuracy, completeness, and integrity of organizational data through ongoing review, reconciliation, auditing, and corrective action processes.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Promotion: Two (2) years of permanent competitive class status in the title of Personnel Analyst.

Open Competitive: A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's Degree or higher and two (2) years of professional level work experience, or its part-time equivalent, in Personnel or Civil Service Administration, Employer/Employee Relations, Employment and Training or Job Development, Personnel Counseling or Placement, or a closely related field; or,

B. Six (6) years of paraprofessional or professional level work experience, or its part-time equivalent, at least two (2) years of which have been in a professional level capacity in Personnel or Civil Service Administration, Employee/Employer Relations, Employment and Training or Job Development, Personnel Counseling or Placement, or a closely related field; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

NOTE: Successful completion of graduate semester hours in Personnel, Labor Relations, Public Administration, or a closely related field from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of specialized work experience; sixty (60) graduate semester hours is equivalent to two (2) years of specialized work experience.

To be considered, candidates must be reachable on the current Onondaga County Civil Service eligibility list for Personnel Administrator or currently hold the title in accordance with Civil Service Law.

The successful candidate will be required to complete all district hiring requirements, including fingerprint-based background clearances.

SALARY

Salary and benefits per the Unit 11 Collective Bargaining Agreement with a starting salary range of $89,116 – $122,534 depending on experience and qualifications.
