Job Description

We are looking for a seasoned professional to support a critical project phase and drive end-to-end occupancy permit processes, ensuring compliance, smooth inspections, and successful project close-out.

Key Responsibilities

1. Authority Approvals & Compliance

  • Manage the complete occupancy permit process with relevant authorities (Municipality, Civil Defense, MODON, KAEC, etc.)
  • Ensure compliance with all local building codes, safety regulations, and zoning requirements
  • Liaise with authorities to obtain required approvals and resolve compliance issues

2. Inspection Management

  • Coordinate inspections with:
    • Civil Defense (fire & life safety systems)
    • Municipality inspectors
    • Utility providers (electricity, water, sewage)
  • Ensure all systems are tested, certified, and approved

3. Documentation & Submissions

  • Prepare and submit:
    • As-built drawings
    • Completion certificates
    • Test & commissioning reports
  • Maintain a tracker of submissions, approvals, and pending actions

4. Project Close-Out & Handover

  • Lead close-out activities including snagging/punch list clearance
  • Ensure all contractor deliverables are completed
  • Coordinate final handover to client/end-user

5. Stakeholder Coordination

  • Act as key liaison between:
    • Contractors & subcontractors
    • Consultants
    • Developers (KAEC / MODON / Emaar, etc.)
    • Government authorities
  • Drive alignment to meet deadlines

6. Risk & Schedule Management

  • Identify potential delays in approvals
  • Escalate issues proactively
  • Ensure occupancy permit is obtained within project timelines
  • Bachelor’s Degree in Engineering, Architecture, or related field
  • 8–15+ years of experience
  • Strong experience in:
    • Authority approvals in KSA
    • Building handover / project close-out
    • Civil Defense approvals & compliance
  • Experience with large-scale projects (industrial, infrastructure, real estate, healthcare, etc.)
