Colas Ltd. have a great opportunity for a Permit Officer to join the team based at our Portsmouth depot PO6 1TA, you’ll help keep the highway network moving by reviewing, coordinating and managing permits and works accurately and efficiently. You’ll assess planned and ongoing works, identify potential conflicts and work closely with utilities, contractors, internal teams and other stakeholders to minimise disruption to the network. You’ll also monitor compliance, apply appropriate permit conditions and statutory controls, and support the effective delivery of the wider Network Management service.
You’ll review and process permit applications and notices within the required timescales, assessing the nature, location, timing and duration of works to identify potential clashes or disruption. You’ll liaise with works promoters, utilities and internal teams to coordinate activities, negotiate changes where required and look for opportunities such as shared traffic management and collaborative working. You’ll monitor works on the network, including carrying out site visits, identify non-compliance and take appropriate action, including issuing Fixed Penalty Notices (FPNs) and applying S74 overrun charges where required. You’ll also manage permit and TTRO invoicing, maintain accurate records and reports, attend coordination and client meetings, and assist with enquiries from the public and other stakeholders. You’ll ensure all activities are carried out in line with relevant legislation, company procedures and quality standards.
The ideal candidate will have experience in highway engineering, street works coordination or a similar network management environment, with a good understanding of the Traffic Management Act (TMA), New Roads and Street Works Act (NRSWA) and relevant Codes of Practice. Knowledge of HAUC guidance, including SROH, inspections, coordination and permitting, would be beneficial. NRSWA and CSCS qualifications are desirable but not essential. You’ll be organised, numerate and confident working to tight deadlines, with strong communication skills and the ability to build effective relationships with works promoters, contractors and other stakeholders. You’ll also be comfortable using Microsoft Office, particularly Word, Excel and Outlook, and able to work independently while contributing effectively as part of a team.
