People Transportation Lead

Job Purpose

  • The People Transportation Lead is responsible for driving excellence in personnel transportation operations by ensuring seamless, safe, and efficient mobility services. This includes overseeing fleet performance, contractor management, route optimization and compliance, vehicle safety, and service delivery while ensuring full alignment with HSE requirements and operational excellence standards.

Key Responsibilities

1-Health & Safety:

Adhere to and enforce relevant legislation and policies and ensure that highest degree of safety and safe working

practices are maintained.

  • Ensure full compliance with Lafarge safety standards and promote safety culture and safe practices among the entire workforce.
  • Ensure all BP employees are operating in a safe working environment.
  • Provide monthly reporting and statistics regarding safety performance and incidents.
  • Ensure that all employees and contractors following Health Safety Rules.
  • Conduct VPC and direct other key members in the company to do the same.
  • Identify people with potential to assume broader safety responsibility.
  • Submit the safety figures on monthly basis to the company and discuss areas of improvement.
  • Lead investigations in major safety incidents.
  • Review investigation reports on safety violation incidents and decide on additional actions to be taken.
  • Assume key responsibility for developing H&S improvement plan and relevant action plans.
  • Follow HSIP of the plant and follow the progress.
  • Stopping Unsafe act.
  • Ensure that all employees trained.
  • Attending all safety Meeting
  • Ensure that all employees follow SWI.
  • Achieve Annual Health and safety personal objective.

2-Functional:

  • Monitor the contractor’s technical, legal, and financial adherence to fleet management, ensuring vehicle lifecycles do not exceed 3 to 5 years from the manufacture date and auditing the aesthetic and mechanical quality of all units.
  • Oversee daily administrative lines and 24/7 continuous production shift schedules (08:15 AM / 08:15 PM), ensuring seamless logistical rotation and shift handovers with absolute zero-minute delays.
  • Map and audit all routes based exclusively on pre-classified, fixed, and safe Pick-up Points, strictly prohibiting and penalizing random passenger stops on high-speed highways.
  • Manage light commercial vehicles (minibuses/microbuses) for internal site movement between main gates, residential areas, and administrative offices, while allocating independent units for external business missions, holidays, and factory shutdowns.
  • Enforce a strict site barrier rule ensuring no vehicle enters without an HSE-issued Green Tag. Regularly verify that advanced three-point seat belts are fully functional, tires are not worn or retreaded, and fire extinguishers, first aid kits, and reflective triangles are present.
  • Monitor closed and sealed mechanical speed limiters set to 90 km/h on highways, and utilize real-time GPS tracking control room data to audit vehicle speeds, sudden acceleration, and route adherence.
  • Ensure HVAC cooling efficiency continuously maintains cabin temperatures between 22°C and 24°C in harsh environments. Verify daily internal/external cleaning, permanent tissue box availability, fresh cabin fragrance, and enforce a strict no-smoking policy for drivers and passengers.
  • Audit driver files to verify valid professional driving licenses, clean criminal records, quarterly medical fitness certificates, and compliance with surprise quarterly drug screenings.
  • Mandate strict driver adherence to professional uniforms, personal hygiene, and the mandatory use of PPE (safety shoes and reflective vests) when descending to the factory floor.
  • Administer the monthly 100- point Balanced Scorecard system, tracking and docking points for driver absence rates exceeding the 2% monthly allowance, behavioral infractions, and shift delays.
  • Direct the immediate application of categorical financial penalties from the monthly invoice upon verifying infractions, including trip value deductions and cash fines for bus delays, GPS speeding violations, road breakdowns without a 45-minute rescue response, cabin comfort failures, or contractor delays in paying driver wages.

Education

Qualifications & Experience

Educational Background: Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Transportation Engineering, or a highly related professional discipline.

Professional Experience: 5–7 years of robust experience specializing in Fleet Management, Corporate Transportation Logistics, or mass transit operations.

Leadership Experience: Minimum of 2 years in a leadership or supervisory capacity managing large-scale transport fleets and driver workforces.

Industrial Exposure: Proven track record working within a heavy industrial complex, large manufacturing facility, or cross-governorate transit operation.

Technical Prowess: Comprehensive mastery of fleet telematics, real-time GPS tracking systems, and route optimization scheduling.

Contractual Knowledge: Deep understanding of managing third-party logistics contractors under output-based Service Level Agreements (SLAs) and scorecard structures.

HSE Awareness: Strong familiarity with vehicle technical inspection standards, safety matrix enforcement (e.g., speed limiters, seat belt compliance), and site Green Tag protocols.

Certifications: Professional certification in Fleet Management (e.g., Certified Automotive Fleet Manager - CAFM) or advanced corporate Fleet Safety, Defensive Driving, or OSHA credentials are highly preferred.

Key Traits: High stress tolerance, firm operational diplomacy, strong contractor negotiation abilities, and an uncompromising, rigid commitment to punctuality.

Language & Licensing: Fluent command of professional English (written and verbal) and possession of a valid driver’s license.
