Job Description

  • A hands-on representative of the Human Resources (HR) department whose job is to help facilitate HR functions in support of VPH leaders. Your responsibilities will span critical areas, ranging from total rewards, compensation benchmarking and analysis, workforce data entry and analysis, and talent life cycle–related issues, including recruitment, change management, organizational development, records management, culture, workforce planning, talent growth, and development. In addition, the People Operations Associate must create effective working relationships with internal employees and business stakeholders and must work well with many different levels of management. Ultimately, this position will support HR initiatives that make the hospital a great place for people to work by creating an environment where all employees have the opportunity to achieve their goals.

EXPERIENCE/QUALIFICATIONS:

  • Two or more years of Human Resources experience.
  • Broad knowledge of standard concepts, practices, and procedures in the Human Resources functional areas of staffing, compensation, HRIS, employee relations, benefits and/or training.
  • Proficient with Microsoft Office (i.e. Word, Excel, and PowerPoint).
  • Strong analytical skills.
  • Thorough knowledge in one or more HR areas. Broad knowledge of common personal computer applications.
  • Excellent attention to detail and ability to manage multiple priorities.
  • Strong communication and interpersonal skill, with the ability to present data and recommendations effectively.

EDUCATION:

  • Bachelor’s degree, preferably in Human Resources or a related field or equivalent combination of education and experience preferred.
  • High school diploma or equivalent required.

LICENSURES/CERTIFICATION:

  • Must successfully complete and maintain LA City Fire Card certification at the time of hire or within the first 30 days of employment.

DUTIES AND RESPONSIBILITIES (These are the essential job functions for this position. The essential functions of this job include but may not be limited to those listed in this job description.   • Manage the full pre-boarding and onboarding process for new hires, ensuring a positive experience and smooth transition into VPH.
  • Serve as the first point of contact for employees seeking assistance on people-related issues; triage inquiries to the appropriate HR functional areas as needed.
  • Respond to in-person, online, and phone inquiries directed to the HR Department, including but not limited to: Human Resources, Talent Acquisition, Compensation, Benefits, Retirement, UKG systems, Leaves of Absence, and organizational policies and practices.
  • Partner with hospital leaders to ensure consistent interpretation and application of HR policies, procedures, regulatory requirements, and labor laws. Provide guidance across all HR functional areas.
  • Support HR initiatives and programs in a confidential capacity to help formulate, determine, and implement management policies and organizational practices.
  • Provide project management support for key people initiatives, including performance management and evaluations, merit processing, health and safety initiatives, compensation reviews, training, recruitment processes, payroll coordination, and surveys (e.g., CDPH, DNV, federal/state regulatory, benchmarking), as well as events such as Open Enrollment and the Benefits Fair.
  • Work with the HRIS team to enter and analyze data, identify trends, extract insights, and present findings to HR leadership and relevant departments.
  • Collaborate with the HRIS team to develop, refine, and maintain streamlined HR processes, with an emphasis on automation, accuracy, and operational efficiency.
  • Contribute to HR business advisory efforts, department operations, HR process improvements, and special projects.
  • Partner closely with the Payroll team to ensure accurate and timely setup and maintenance of employee information for payroll processing.
  • Maintain and update employee information in UKG, ensuring timely processing of new hires, job changes, and terminations.
  • Manage HR records in accordance with regulatory and organizational retention policies; ensure proper organization, maintenance, and retrieval of personnel files and HR documentation.
  • Provide audit support by preparing required documentation, coordinating with internal partners, and assisting with compliance reviews related to HR data, processes, and record-keeping.
  • Oversee subpoena management and processing, including receipt, review, coordination with Legal and departmental leadership, tracking, and timely response and documentation.
  • Assist with department correspondence, memorandums, and communication materials as needed.
  • Perform other duties as assigned.

Demonstrates professionalism and cultural sensitivity in coordinating activities and communicating with all customers, peers, and the community at large. Conducts self in a professional, respectful, and courteous manner during all interactions. Works effectively and collaboratively with others toward common goals.
  • Communicates accurately, honestly, supportively and in a timely manner with department and interdepartmental team members. Demonstrates effective business writing and oral communication skills, handwriting is clear and legible.
  • Participates in operational aspects of the department and maintains/participates in performance improvement activities within the department.
  • Participates in all departmental specific training, Environment of Care (injury/illness prevention, fire/life safety, hazardous materials, emergency preparedness, utilities management, medical equipment management, safety, and security management), infection control (standard precautions, TB Exposure Control Plan, Bloodborne Pathogen Exposure Control Plan).
  • Demonstrates knowledge of and follows safety practices. Understands the importance of safety, including patient safety in the workplace. Maintains a safe environment for self and others.
  • Actively participates in the Patient Safety Program, including event reporting. Identifies sentinel events/near misses and responds per defined organization processes. Participates in education activities and process implementation. Demonstrates advocacy for the patient/customer and appropriately acknowledges patients, customers, and visitors.

WORK ENVIRONMENT:

  • Primarily an inside building/office environment, well lighted and ventilated, which may consist of multiple treatment and/or work sites.
  • Fast and continuous work pace with variable workload.
  • Frequent contact with staff and public under a variety of circumstances. Requires ability to communicate clearly (in English) verbally and in writing for effective communication with other staff members, physicians, vendors, community members, patients and patient families, employees, and applicants of all socio-economic levels from a diverse cultural and ethnic population.
  • Subject to many interruptions from multiple calls and inquiries and potentially emotional situations involving accidents, injuries, illness and/or death.
  • Handles emergency/crisis situations in accordance with Hospital policy.
  • Answers phones or pages; may carry a beeper/pager, and/or use a two-way radio.
  • Occasional travel may be required.
  • Potential risk of exposure to hazards from chemicals (toxic and non-toxic), flammable materials, gas or electrical or radiant energy or equipment with/without moving parts.

Salary Range: $29.42-38.45
