CHILD SAFEGUARDING:
Level 1: the role holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore, a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.
ROLE PURPOSE: Under the supervision of the People & Culture Director, you will be managing the operational delivery of People & Culture activities for the entire country programme.

Key accountabilities
Recruitment
• Oversee all national staff and consultant recruitment and selection process. Ensure they are processed transparently and efficiently and in accordance with the SCI P&C Policy and practices including on safe recruitment procedures.
• Manage international recruitment and selection process in coordination with the relevant programme in accordance with the international recruitment guidelines
• Work in collaboration with all respective programme in strategic resource planning and forecasting for growth for the country programme
• Assist in preparing reports, write job descriptions and evaluate job grade in coordination with the respective line Managers and P&C Coordinators in Payroll and Benefits as needed
• Assist in planning and designing of effective organizational structures and processes
• Assist and coordinate in succession planning and advise on staffing
Contract, People & Culture System & Data Management and policies
• Ensure all HR system administration, accurate and timely data
• Ensure compliance of all staff contracts including clear linkage to funding and issued in a timely manner
• Ensure that personnel files are always up to dates and complete
• Oversee on preparation, maintaining and updating employee contracts and records
• Manage local and international consultant contracts and ensure compliance of policies
• Help in preparing staff termination and see that all related activities are carried and documented
• Support in responding to staff concerns and grievance and facilitate disciplinary procedures in accordance with SCI policies, implement and monitor improvement action plans as necessary
• Communicate on Policy and Procedures and recommend on policy changes, keep policy manual updated and ensure staff understand all the policies
• Remain familiar with all labour laws and ensure compliance
• Comply with all relevant Save the Children policies and procedures, including Child Safeguarding, Code of conduct, health and safety, security, equal opportunities and other relevant policies.
• Maintain confidentiality on People & Culture matters
• Provide necessary information when requested by auditors
• Ensure adequate archiving system
Staff supervision and training
• Provide direct supervision to reporting staff to ensure appropriate delegation of tasks and activities and provide support in building technical capacities
• Provide practical trainings to Field support teams on P&C processes
• Lead and motivate P&C staff members ensuring that they have clear work plans and objectives and receive regular supervisions and reviews
• Ensure orientation to new staff and consultants on Save the Children policies and procedures
• Oversee implementation of P&C Information System
Coordination and communication
• Communicate and coordinate P&C issues with partners, government as required
• Support in partnership support and building the local partners in People & Operation functions.
• Regular visit to programme offices to monitor compliance on P&C policy and practices and provide technical guidance to the field staff as necessary
• Coordinate with Regional and Headquarters on P&C issues to ensure agency standards are met
• Represent in I/NGO P&C meetings and network with local and international organizations to share and collect information of P&C policy and practices
• Ensure that monthly reports, quarterly reports of P&C Key Performance Indicators and Attrition and required information are sent to area office
• Manage specific projects as requested by the P&C Director
Person specifications
• Bachelor's degree, master's degree preferred
• Minimum five years professional experience in Human Resources, with international organizations
• Strong experience in staff management and supervision
• Excellent communications skills, including fluent English language ability
• Good communication and interpersonal skills and ability to work as part of a team
• Strong experience of managing recruitment practices
• Ability to design and implement effective procedures
• Ability to take innovative approach to P&C issues
• Experience of project management
• Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure
• Strong computer proficiency
• Commitment to and understandings of Save the Children’s aims, values and principles
