
Salary £46,142 - £51,356 per annum | 37 hours per week | Fixed Term, Full time | County Hall | Preston, Lancashire
We are looking for experienced HR Business Partners to work closely with senior leaders and managers across services delivering complex, high‑risk casework and significant organisational change for 12 months to cover a secondment within our team.
This is a key strategic role, providing trusted, professional HR advice and challenge, while ensuring a pragmatic, solutions‑focused approach that supports both service delivery and workforce wellbeing.
The role
As an People Business Partner, you will:
Act as a strategic partner to service leaders, building strong, credible relationships based on trust and influence
Provide expert HR advice on complex employee relations casework, including performance management, absence, disciplinary and grievance matters
Lead and support restructures, organisational redesign and change programmes, ensuring compliance with employment law and best practice
Coach and develop managers to build confidence and capability in people management
Use workforce data and insight to inform decision‑making and support service planning
Work collaboratively with trade unions and stakeholders to deliver fair, transparent and timely outcomes
Contribute to the development and delivery of wider HR and workforce strategies
About you
You will:
Be an experienced HR professional with excellent stakeholder management skills
Have a proven track record of managing complex and sensitive casework in demanding service environments
Bring solid experience of leading or supporting restructures and change, including consultation processes
Have up‑to‑date knowledge of employment law and best practice HR frameworks
Be confident in providing constructive challenge and influencing at senior management level
Demonstrate excellent communication skills, judgement and the ability to balance risk with pragmatism
Be resilient, organised and able to manage competing priorities in a fast‑paced environment
