Under the general supervision of the Central Office Child Health Nurse Consultant, is responsible for planning, organizing, implementing, and evaluating services provided by Maternal Child Health's Children's Health and Perinatal Services (MCH/CHPS) Section staff, in the Pee Dee service area. Provides direct supervision and management for MCH program and Employee Health (EH) Nurses to ensure all MCH and EH services are implemented and evaluated within a large multi-county public health service area. Provides leadership, oversight and direction through collaboration/coordination and/or consultation within the assigned service area and the community.

Management and Supervision: Children's Health Services

Ensures compliance with agency laws, policies, and management standards while maintaining regular staff communication and an up-to-date succession plan. Guides employees in developing critical thinking, problem-solving, and continuous improvement skills, implementing proactive and innovative solutions as needed. Oversees performance management and supports effective recruitment, selection, and retention to maintain appropriate MCH staffing across the region.

Program Coordination for Employee Health and Safety

Coordinates the Employee Health Program to ensure all services—including new-hire assessments, exposure evaluations and root cause analyses, immunizations, fit testing, TB testing, seasonal influenza activities, injury and workers’ compensation processes, quality assurance, and required reporting—are delivered at a high standard. Provides direct services as needed to support and back-up site-based staff.

Continuous Quality Improvement

Assesses and evaluates the quality of MCH-CHPS services across the service area using standard data resources and ensures program activities meet high standards for improving population health. Coordinates with service area and central office staff to support grant implementation, policy compliance, and achievement of MCH plan objectives while implementing and communicating agency policies. Maintains effective communication with staff and community partners, collaborates with interdisciplinary teams, and monitors performance improvement and best practice implementation to enhance patient outcomes. Produces and communicates reports to leadership and collaborates on corrective action plans when indicated.

Staff Development

Identifies continuing education needs for self and staff, coordinating training to ensure competencies align with program and discipline requirements while maintaining current evidence-based practices and resources across all MCH staff. Actively participates in professional organizations. Provides electronic health record or other training as needed and serves as a role model to support clinical excellence and ongoing professional development.

Participates in assigned committees and/or sub-committees within the MCH Bureau and assigned DPH service area

Participates in assigned MCH Bureau and DPH service area committees to support program coordination and service delivery. Assists in improving patient care and connecting clients with appropriate internal and external resources. Collaborates with partner programs across and beyond the agency to enhance services for the MCH population.

Other Duties as Assigned, including Public Health Preparedness and Response

Performs other related duties and special projects as assigned, including required travel if requested, and responds as directed during emergencies which may occur outside normal work hours, and travel if requested.

Maintains supportive nursing practice competencies to include, but not limited to, First Aid, CPR, and AED. Completes other activities assigned by MCH Bureau Director or Section Director. Maintains licensure and/or certification required for position or for employee's professional credentials.

Examples of duties

State Minimum Requirements: Graduation from an accredited school of nursing and related nursing experience. Licensure as a registered nurse by the State Board of Nursing for South Carolina. Some positions require certification as a generalist in a related specialty area by the American Nurses Association (ANA). Some positions require Basic Life Support Certification. Some positions may require possession of a valid driver’s license.

Agency Minimum Requirements: BSN (preferred) or other nursing degree (ADN, Diploma) leading to licensure as a registered nurse. At least three (3) years nursing experience, two (2) of which must have been in Public Health Nursing or Community-based nursing or academia. Current licensure as a Registered Nurse in good standing with the State Board of Nursing for South Carolina or a compact state. Must hold an active South Carolina nursing license in good standing, or a valid multistate license in good standing from a Nurse Licensure Compact (NLC) participating state (this allows them to be hired, start working, and have 60 days to change over to SC license by endorsement by BON. Exception is for military status and/or spouse). Must have a satisfactory driving record, and use of a personal vehicle.

Qualifications

At least two (2) or more years experience in nursing consultation, supervision, or administration. Certification(s) in pediatric or primary health care.
