Job Description
Manage the process for multi-state bi-weekly, semi-monthly, and off-cycle payrolls for an in-house payroll system (Colleague), including wage garnishments, benefits, and taxes for more than 1,000 employees, including faculty, staff, and students. Payrolls also include union employees of less than 20 employees. Supervise Senior Payroll Specialists to ensure that payroll is processed correctly, payroll checks are accurate, and the payroll processes and procedures comply with federal and state laws. Oversee financial reporting to the Controller and other external reporting functions.
Qualifications
ESSENTIAL JOB FUNCTIONS (include but are not limited to)
- Oversees day-to-day operation of the Payroll Department.
- Review and approve payroll data entries before completion.
- Monitors compliance with current payroll, benefits, and tax procedures. Recommends and implements operational procedures and processes in accordance with best practices.
- Review, reconcile and approve tax remittances each pay period.
- Prepare and process child support remittances, new hire reporting, SSN verifications, and garnishments.
- Assists third party vendor with compliance filings for monthly, quarterly, and annual federal and multi-state tax reporting, including Forms W2 and correction reports as required.
- Register for the state, local and specialized taxes for multi-states.
- Reconcile general ledger accounts related to payroll.
- Prepare and balance period-end reports, and reconcile issued payrolls to bank statements
- Ensure payroll and department policies and procedures are followed to ensure accurate processing of payroll, deadlines are met, and the department runs smoothly
- Investigate payroll and salary budget issues as they arise.
- Collaborates with management, IT, and support staff to develop, test, and implement new and/or updated system processes and improvements as necessary, including updating system payroll tax tables.
- Collect and analyze data to prepare annual payroll reports, worker’s compensation audits, non-discrimination testing, and 403(b) census testing and audits
- Prepare monthly payroll journal entries and yearly accruals for Controller and Senior Accounting Manager
- Maintain confidentiality of payroll and department records
- Keeps current on payroll laws and regulations.
- Communicates with internal departments and employees regarding questions, concerns and/or request.
- Provides backup to payroll specialists as needed.
- Performs other related duties or projects as assigned.
SKILLS/ABILITIES

EDUCATION
EXPERIENCE
- Six (6) plus years payroll experience , in-house experience preferred
- Two (2) years of supervisory experience
- Tax reporting and filing experience
- Familiarity with payroll trends and changing rules and regulations
