Summary
- Manages, coordinates and processes FMFCU and SFN bi-weekly payroll and related operations in a timely, accurate and efficient manner, in accordance with all internal policies and procedures and external regulations. Supports other departmental functions.
Key Responsibilities
- Completes the bi-weekly payroll processing for FMFCU and SFN in an accurate and timely manner, including:
- - Analyzes timecard inputs and data for coding or other errors and closes and balances timecards.
- - Maintains an electronic database of information including timecards, exception pay, adjustments and accruals.
- - Balances all payments and deductions processed through payroll including wage garnishments, commissions, tuition reimbursement, incentives, and retro pays, etc.
- - Analyzes and audits payroll information and employee changes for accuracy.
- - Manages payroll adjustments appropriately.
- - Processes two payrolls in accordance with all internal polices and procedures, internal control systems and external regulations.
- - Submits the deposit file to Information Technology.
- - Reconciles payroll deposits, tax withholdings and deductions.
- - Creates and produces all payroll reports for various parties at appropriate intervals (bi-weekly, monthly, quarterly and annually) and responds to all other ad hoc report requests.
- Manages and maintains all payroll related policies and procedures on an ongoing basis, including the payroll job aids, payroll schedule, and manager toolkits for both departmental and end user purposes. Ensures adequate availability through posting and communication. Researches and recommends best practices for implementation.
- Works through any payroll and/or tax adjustments to resolution, which may involve coordination with outside agencies. Responds to notices regarding tax filings.
- Manages and maintains the 401k database, including employee changes, and reviews the processing of employee deductions, loan payments, employer match and employer safe harbor.  Monitors the bi-weekly electronic 401k files, to 401k vendor and makes any manual updates as necessary.  Runs monthly reports to balance with 401k wire transfers.
- Ensures accuracy of all tax payments and distribution of W-2s. Performs all other payroll maintenance activities.  Coordinates the updates of all federal, state, local and LST tax information within the payroll system with the vendor.
- Interprets payroll policies and advises supervisors/employees regarding same. Works closely with employees and supervisors to resolve payroll questions and issues.  Identifies and rectifies any potential policy or procedure gaps as necessary.
- Maintains PTO database, annual holiday schedule, and holiday float schedule for each FTE classification.  Ensures accruals and holidays are awarded appropriately through audits.
- Serves as the back up to the leave management process in its entirety. Coordinates the STD/LTD required paperwork as appropriate including communication to employees, third party vendors, payroll recording of payments and processing of deductions relative to approved leaves.
- Reviews, audits and reconciles invoices and processes payments for various vendors such as Paycom, Benefit TPA's, Brokers, and others as appropriate.
- Supports audits of new employees in HRIS.
- Manages the preparation of payroll related audit requests and leads the coordination of audits (payroll, 401K, Workers’ Compensation, etc.) serving as the main point of contact.
- Actively participates in employee education around payroll topics through various channels, including team meetings, branch visits, and during the course of contact with managers and employees.
- Serves as back up for the HRIS Analyst. Stays abreast of HRIS system changes and updates.
- Responds accurately and promptly to verifications of employment (VOE) for current and former employees
- Responds accurately and promptly to general inquiries regarding Credit Union policies, procedures, and practices.
- Assists with records retention activities.
- Cross trains on other departmental functions relating to benefits and compensation.
- Supports the coordination and execution of employee engagement events.
- Remains up-to-date on regulatory changes as it relates to payroll, payroll taxation, retirement and other related benefits.
- Is responsible for adhering to operational controls, including compliance with all required regulations and policies such as the Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC) to ensure the safety and soundness of the Franklin Mint Federal Credit Union and its members.

QualificationsEducation/Experience
- Bachelor’s degree in Human Resources, Business Accounting or Finance and 5-7 years of payroll experience or equivalent experience.
- CPP (Certified Payroll Professional) strongly preferred.
- Leave management experience a plus.
- Compensation experience a plus.
