Position Summary
The Senior Payroll Specialist will have a prominent role in this fast-paced, high growth company to ensure accuracy with current payroll processes and entries, compliance with federal and state regulations, and continuously operating in a detail-oriented manner to be sure all established service levels of the payroll process are met in a timely and precise fashion.

Essential Duties & Responsibilities
- Analyze, prepare, process, and reconcile weekly and bi-weekly payroll.
- Complete all tasks related to payroll administration and proper execution.
- Gather, export, key, and audit timekeeping data. Resolve all discrepancies.
- Maintain data integrity between payroll systems.
- Oversee PTO administration and approval, process vacation accruals and reconciliation.
- Submit cash requirements to Accounting for Payroll funding and 401k deposit.
- Process involuntary deductions such as levies, child support and garnishments.
- Issue pay cards and set up in the system.
- Manage trade programs as they relate to payroll. (IEC, CEF, etc.)
- Respond to employee and management inquiries regarding payroll matters, tax issues and benefit plans.
- Complete and distribute Certified Payroll Reports; conduct DOL reporting in a timely manner.
- Complete Worker Wage Rate Forms and maintain compliance with prevailing wage and Davis Bacon laws.
- Sets up prevailing wage jobs in the system and maintains settings to ensure correct wage payments.
- Complete ROCIP and CCIP reporting.
- Perform weekly posting of payroll journal entries and reconciliation.
- Reconcile per diem per IRS guidelines.
- Process verification of employee requests.
- Recommend and implement changes to improve processes.
- Prepare, reconcile, and transmit weekly 401K deposits to Principal.
- Create weekly payroll reports and fulfill ad hoc reporting requests.
- Ensure DOL compliance with Wage and Hour per local, state, and federal guidelines
- Performs other duties as needed to support projects, operations, and the department.

Qualifications

Qualifications
- Bachelor’s degree or the equivalent years of experience.
- 7+ years of specialized payroll experience.
- Experience with Paycom and COINS a plus.
- Certified Payroll Professional certification highly preferred.

- Knowledge of construction scale pay/certified payrolls and job costing.
- Knowledge of applicable payroll taxes and related processes with understanding of ongoing legislative changes which affect payroll.

Work Environment & Physical Demands
This job operates in a clerical office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
- Requires mobility within an office environment.
- Regularly required to talk and hear. Effectively communicate with others both written and orally, including using the telephone.
- Prolonged periods sitting at a desk and working on a computer.
- The employee may be required to walk; reach with hands and arms; and bend.
- May be required to stoop, kneel, and crouch.   Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
- Possess good hearing, normal or corrected.
- The employee must be able to regularly lift and/or move up to 50 pounds.
- The employee may be required to climb stairs.
- Must be able to work 8 hours a day, 40 hours per week, and overtime as required and night or weekend shifts, as needed.
