Payroll Manager

We are seeking an experienced Payroll Manager to oversee payroll operations across multiple business entities. This individual will own the end-to-end payroll function, ensuring accurate and timely payroll processing for both union and non-union employees while maintaining compliance with federal, state, and local payroll regulations, collective bargaining agreements, and prevailing wage requirements.

This role partners closely with HR, Finance, Operations, and executive leadership to ensure payroll accuracy, strengthen internal controls, improve processes, and support the organization's continued growth.

Ideal Candidate

We're looking for a proactive, detail-oriented payroll professional who thrives in a fast-paced environment and enjoys taking ownership of complex payroll operations. The ideal candidate has experience managing high-volume, multi-state payroll, understands union payroll and prevailing wage requirements, and is comfortable working across multiple systems while driving continuous process improvements.

This person is analytical, organized, compliance-focused, and able to communicate effectively with employees, managers, vendors, and leadership.

Key Responsibilities

• Manage end-to-end payroll processing for union and non-union employees across multiple companies and locations.
• Process payroll accurately, including regular wages, overtime, retroactive pay, holiday pay, manual adjustments, deductions, and payroll corrections.
• Review and validate employee timekeeping, job costing, pay rates, and labor allocations.
• Monitor payroll budgets, employee capped hours, overtime, and contract compliance.
• Maintain employee payroll records including new hires, promotions, transfers, terminations, assignments, and pay changes.
• Administer PTO accruals, leave balances, benefit deductions, garnishments, child support, tax levies, and other payroll withholdings.
• Calculate, reconcile, and remit federal, state, and local payroll taxes while ensuring timely filings.
• Ensure compliance with collective bargaining agreements, prevailing wage laws, wage scales, fringe benefits, certified payroll reporting, and labor regulations.
• Reconcile payroll to the general ledger, prepare journal entries, resolve payroll discrepancies, and support audits.
• Prepare payroll reports, executive summaries, W-2s, 1099s, and payroll analytics.
• Maintain payroll systems, HRIS integrations, and timekeeping platforms while identifying opportunities to improve efficiency and accuracy.
• Partner with HR, Finance, and Operations to resolve payroll questions and provide payroll guidance and support.

Qualifications

• 4+ years of progressive payroll experience, including leadership or supervisory responsibilities.
• Experience processing high-volume, multi-state payroll.
• Strong knowledge of federal, state, and local payroll tax regulations.
• Experience with union payroll, collective bargaining agreements, and prevailing wage compliance strongly preferred.
• Experience with payroll systems, HRIS platforms, and payroll implementations.
• Strong reconciliation, analytical, and problem-solving skills.
• Proficiency with Microsoft Excel and payroll platforms such as Viventium, Empeon, BambooHR, HHAeXchange, or similar systems.
• Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.
• Bilingual English/Spanish preferred.
