Summary

Administers technical activities for the department including but not limited to. preparation of County payroll, financial, and statistical reporting; responds to payroll-related questions, requirements, and inquiries; assists Payroll Manager in completing payroll cycle; provides assistance and trains Department staff as necessary; serves as a backup to Payroll Manager.

Examples of duties

  • Independently reviews and evaluates the accuracy of payroll data received from Payroll Clerks and Departments; provides alternatives and corrections to inaccurate information.
  • Assists Payroll Manager in completing the payroll cycle, including but not limited to, auditing and approving final pay calculations and related activities within the County payroll system; producing County paychecks and transmits payroll related direct deposit payments; reconciling monthly withholdings of Federal, State, and Social Security Taxes; assists in processing required quarterly tax reporting.
  • Acts as Subject Matter Expert on compliance, projects, and technical guidance for payroll-related items
  • Oversees and assigns the processing of employee payroll changes, including but not limited to, Personnel Action Forms, W4s, direct deposit authorizations, garnishments, and withholdings.
  • Coaches, trains, and provides service, technical guidance, and assistance to Payroll Clerks, less experienced staff, and Departments; acts as liaison to outside departments on behalf of the Payroll Division.
  • Explains payroll calculations and/or requirements as necessary to payroll customers.
  • Assists Payroll Manager with all duties as appropriate or necessary.
  • Processes duplicate W-2 requests.
  • Stays abreast of the complete payroll process, all deadlines, and due dates.
  • Acts as backup to the Payroll Manager.
  • Assists with miscellaneous general ledger, finance, and budget items within the financial system.
  • Possess excellent oral and written skills to communicate effectively.
  • Performs other duties as appropriate or necessary for performance of the job.

Qualifications

OPTION #1 - Masters Degree:

  • Masters Degree from an accredited college or university in Business, Accounting, Finance, or a related field AND 3+ years of recent, progressive payroll processing experience

OPTION #2 - Bachelor's Degree:

  • Bachelor's Degree from an accredited college or university in Business, Accounting, Finance, or a related field AND 5+ years of recent, progressive payroll processing experience

OPTION #3 - Associate's Degree:

  • Associate's Degree from an accredited college or university in Business, Accounting, Finance, or a related field AND 7+ years of recent, progressive payroll processing experience

OPTION #4 - High School Diploma/GED:

  • High School Diploma / GED equivalency AND 9+ years of recent, progressive payroll processing experience

SPECIAL:

  • Recent experience working within the Workday system; particularly as it relates to timekeeping, payroll, time off requests, etc. strongly preferred
