Parsons is looking for an amazingly talented Pavement Lead Engineer to lead the pavement engineering design review, technical coordination, construction support, and quality assurance activities for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will be responsible for overseeing the design, evaluation, and delivery of airfield pavements including runways, taxiways, aircraft parking stands, cargo aprons, service roads, and associated pavement infrastructure.

The Pavement Lead Engineer will provide technical leadership throughout the project lifecycle, ensuring pavement systems are designed and constructed in accordance with airport operational requirements, ICAO and FAA standards, project specifications, and international best practices. The role requires extensive experience in airport pavement design, rehabilitation, construction supervision, materials evaluation, and multidisciplinary coordination within complex aviation environments.

What You'll Be Doing:

  • Lead and manage pavement engineering activities associated with airport airfield infrastructure and landside developments.
  • Provide technical leadership and guidance to pavement engineers, designers, consultants, and contractors.
  • Establish pavement engineering priorities, technical review processes, and quality requirements.
  • Ensure pavement engineering deliverables align with project objectives, contractual requirements, and operational needs.
  • Lead the review and assessment of pavement designs for runways, taxiways, aprons, aircraft stands, and airport service roads.
  • Review pavement design calculations, technical reports, material specifications, drawings, and engineering submissions.
  • Evaluate flexible, rigid, and composite pavement solutions considering aircraft loading, operational requirements, and lifecycle performance.
  • Review pavement thickness design, structural capacity, durability, and maintenance considerations.
  • Ensure compliance with ICAO Annex 14, FAA Advisory Circulars, and applicable international pavement standards.
  • Review pavement material specifications including asphalt mixtures, concrete pavement, aggregates, subgrade improvement, and stabilization techniques.
  • Assess laboratory test results, material approvals, and quality control documentation.
  • Review pavement performance requirements considering aircraft movements, environmental conditions, and operational demands.
  • Support development of sustainable pavement solutions and optimization of material usage.
  • Coordinate pavement engineering requirements for:
    • Runways and runway shoulders.
    • Taxiways and rapid exit taxiways.
    • Cargo aprons and aircraft parking stands.
    • Maintenance areas and airfield operational facilities.
  • Ensure pavement interfaces are properly coordinated with airfield lighting, drainage systems, utilities, and aircraft operational requirements.
  • Support phased construction planning to maintain airport operational continuity.
  • Provide pavement engineering support during construction, testing, commissioning, and handover activities.
  • Review contractor submissions including shop drawings, method statements, material submittals, and technical queries.
  • Monitor pavement construction activities including earthworks, subgrade preparation, asphalt works, concrete paving, and testing activities.
  • Conduct site inspections to verify compliance with approved designs, specifications, and quality requirements.
  • Support resolution of pavement-related technical issues during construction.
  • Ensure pavement works comply with project specifications, quality standards, and airport operational requirements.
  • Review pavement testing results including compaction, density, concrete strength, asphalt performance, and material testing.
  • Participate in quality audits, inspections, and technical reviews.
  • Monitor contractor compliance with approved construction procedures and quality control plans.
  • Support implementation of corrective actions and continuous improvement initiatives.
  • Coordinate with the Client, airport authorities, consultants, contractors, designers, and regulatory agencies regarding pavement engineering matters.
  • Support technical approvals, design reviews, and authority submissions.
  • Participate in pavement workshops, technical meetings, and coordination sessions.
  • Provide technical advice to support timely decision-making.
  • Prepare and review pavement engineering reports, technical assessments, design review comments, and recommendations.
  • Maintain records of pavement design approvals, technical decisions, testing results, and construction observations.
  • Provide regular updates to Project Management regarding pavement progress, risks, and technical challenges.
  • Support preparation of asset handover documentation and pavement maintenance records.
  • Promote a strong safety culture throughout pavement engineering activities.
  • Ensure pavement designs and construction activities incorporate Safety-in-Design principles.
  • Support compliance with airport HSE requirements, environmental regulations, and sustainability objectives.
  • Participate in risk assessments, constructability reviews, and operational safety evaluations.

What Required Skills You'll Bring:

  • Bachelor's Degree in Civil Engineering or related Engineering discipline.
  • Master's Degree in Pavement Engineering, Transportation Engineering, or Infrastructure Engineering is an advantage.
  • Minimum 10 years of experience in pavement engineering design, review, and construction supervision.
  • Proven experience on major airport, airfield, transportation, or large-scale infrastructure projects.
  • Extensive experience with airport pavement systems including runways, taxiways, aprons, aircraft stands, and associated infrastructure.
  • Experience in pavement design evaluation, construction monitoring, testing, and commissioning.
  • Experience coordinating with multidisciplinary engineering teams, contractors, consultants, and airport stakeholders.
  • Strong knowledge of airport pavement design principles and construction methodologies.
  • Detailed understanding of flexible, rigid, and composite pavement systems.
  • Knowledge of aircraft loading analysis, pavement classification systems, and pavement performance evaluation.
  • Familiarity with pavement design software such as FAARFIELD, COMFAA, Pavement ME Design, or equivalent.
  • Strong understanding of ICAO Annex 14, FAA AC 150/5320 series, ACI, ASTM, and international pavement standards.
  • Experience with BIM coordination and digital engineering processes.
  • Strong analytical, technical review, and problem-solving capabilities.
  • Excellent communication and stakeholder management skills.
  • Ability to manage multiple priorities within a complex airport project environment.

What Desired Skills You'll Bring:

  • Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration.
  • International airport pavement design and delivery experience.
  • Experience with major airport expansion, greenfield airport development, or airfield rehabilitation projects.
  • Knowledge of aircraft pavement evaluation methods and pavement management systems.
  • Experience working under FIDIC or similar international contract frameworks.
  • Experience supporting Design-Build, EPC, PMC, or Delivery Partner project delivery models.
  • Familiarity with sustainable pavement solutions, recycled materials, and lifecycle cost analysis.
  • Strong stakeholder engagement and airport authority coordination experience.
