Position Summary:
The Patrol Lieutenant reports directly to the Deputy Chief Marshal and is responsible for performing complex administrative, supervisory, and professional duties related to the planning, coordination, and direction of the Patrol Division of the Quapaw Nation Marshal Service. This position provides day-to-day guidance and oversight to patrol staff and performs all duties of a sworn law enforcement officer. The Patrol Lieutenant is responsible for enforcing laws, preventing and investigating crimes, making arrests, and supporting special crime prevention and law enforcement programs. All duties must be carried out in accordance with Quapaw Nation policies and procedures, as well as internal control standards and objectives. The position ensures the enforcement of Quapaw Nation, federal, state, and local laws, while protecting life and property and preserving public peace.
Essential Job Functions:
Plan, coordinate, supervise, and evaluate police operations.
Serve as in-service field training officer for new patrol officers.
Ensure enforcement of all governing laws and ordinances while maintaining public peace and safety.
Assist with the development and maintenance of systems, records, statistical data, and legal documents to ensure proper evaluation, control, and documentation of police operations in compliance with the Business Committee, Executive Director of Public Safety, Chief Marshal, Deputy Chief Marshal, Bureau of Indian Affairs (BIA), and applicable federal and state laws.
Coordinate, assign, and supervise the training and professional development of subordinate officers.
Maintain internal departmental discipline, ensuring appropriate conduct and professional behavior of all assigned personnel.
Monitor personnel conduct and demeanor toward the public to ensure fair, impartial, and courteous service.
Maintain patrol schedules and ensure all areas of law enforcement are adequately covered and no duties are neglected.
Review and approve incident reports to confirm accuracy, completeness, and adherence to departmental policy.
Closely supervise personnel performance in report preparation, arrests, recordkeeping, equipment use (e.g., radios, firearms, patrol vehicles), and field operations.
Provide on-scene support and backup to officers when available, ensuring safety and adherence to procedure.
Prepare and conduct performance evaluations in collaboration with command staff.
Recommend and document disciplinary actions as necessary.
Prepare and submit periodic reports to the Chief Marshal, Deputy Chief Marshal, Executive Director of Public Safety and/or Business Committee detailing department activities, and compile additional reports as requested.
Review evidence, witness statements, and suspect information in criminal cases to identify trends, connections, or similarities across cases.
Coordinate activities with other tribal departments and programs, and maintain effective communication with the Tribal Prosecutor, Tribal Court, BIA, District Attorney’s Office, and other law enforcement or government agencies.
Cooperate with BIA, county, state, and federal law enforcement agencies on joint investigations and operations.
Stay informed of changing community conditions and report relevant developments or emerging issues to command staff, along with recommendations for improvement.
Respond to emergencies and use appropriate force, including firearms when necessary, to prevent or stop crimes in progress and ensure the apprehension of offenders.
Protect and guard public officials, prisoners, citizens, and property as required.
Serve warrants, summonses, subpoenas, notices, and other legal processes.
Search for, collect, and safeguard evidence necessary for criminal prosecution.
Communicate clearly and concisely with fellow officers, dispatchers, and the public to share information on incidents, suspects, and emergencies.
Although Lieutenants do not serve as the designated first-line supervisors for all personnel, they possess rank authority over all subordinate personnel and are authorized to issue directives consistent with departmental policy.
Perform other duties as assigned.

QualificationsKnowledge, Skills, and Abilities:
Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment.
Thorough knowledge of applicable federal, tribal, and state laws, ordinances, and department rules and regulations.
Requires responsibility for carrying out, interpreting, and enforcing existing laws, policies, and/or methods for assisting in originating policies and methods concerning area of responsibility.
Requires responsibility for making regular contacts with general public, persons in other departments, or large organizational units, or outside organizations and their representatives for the purpose of furnishing or obtaining information, explaining specialized matters, or explaining procedures and regulations relating to duties of the position.
Ability to establish and maintain effective working relationships with subordinates, peers, and supervisors.
Ability to train and supervise subordinate personnel.
Ability to effectively communicate in writing and verbally and to give verbal and written instructions.
Ability to make independent judgments under pressure that preserve the integrity and sovereignty of the tribal organization.
Ability to maintain daily contact with the public, exercising courtesy, discretion, and sound judgment.
Requires frequent contacts with officials at higher levels in outside agencies and in other departments on situations requiring cooperation and explanation of services and activities of the Quapaw Nation Marshal Service.
Requires responsibility for gathering, preparing, and maintaining ordinary operating or related reports, or for routine handling and safeguarding of confidential material.
Requires general high level of responsibility for public safety and for the enforcement of the laws and standards of public safety.
The incumbent must have no previous felony convictions, or misdemeanors convictions involving domestic violence or moral turpitude.
Must be willing and able to perform all job-related travel. Must be willing to carry a firearm and use deadly force if required. Must possess the physical and mental stamina necessary to perform the duties of the position and be able to accept the inherent physical discomforts or dangers of the work, as verified by a complete physical examination meeting the specifications of the Quapaw Nation Marshal Service.
Must be able to successfully complete all required training and certifications.
Operate motor vehicles safely for official duties, possess a valid driver's license, be insurable under tribal policy, pass a tribal background check, and drug screening.
Must be willing and reasonably available to respond to after-hours callouts and emergency incidents on a 24-hour, as-needed basis.
Must be able to obtain and maintain a Special Law Enforcement Commission (SLEC) from the Bureau of Indian Affairs – Office of Justice Services.
Education / Experience:
Bachelor’s degree in Criminal Justice, Law Enforcement, Social Sciences, or a related field is preferred, but not required.
Must possess a Basic Law Enforcement Certification and have at least five years of continuous experience as a commissioned police officer, including a minimum of three years in a supervisory law enforcement role, as well as meet any additional minimum standards set by the Department of Justice’s Training and Standards, as applicable.
Physical Abilities:
The incumbent is frequently required to sit, talk and hear. The employee is occasionally required to stand; walk; use hands and fingers to feel, handle, or operate objects, controls, or tools as described above; reach with hands and arms above shoulder height without experiencing discomfort; climb and balance; stoop, kneel, crouch, and crawl; and taste and smell.
The incumbent must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Working Conditions:
A large part of the work is performed in an office environment with no disagreeable conditions. Occasionally, the employee works in outside weather conditions; also, there may be infrequent exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. It may be expected that the individual could be exposed to blood or other potentially infectious materials during the course of their duties. Any and all necessary protective equipment is provided by the employer and must be used when needed. The noise level in the work environment is usually moderate.
