The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.


Partnerships & Programs Division Director Job Summary:

The Harris County Flood Control District is seeking qualified candidates for the Partnerships and Programs role, who will be responsible for the management and supervision of the Little Cypress Creek Frontier Program, Upper Langham Creek Frontier Program, partnership projects with other partner agencies, and other special projects, working directly with Local, County, State, and Federal Staff and leaders to implement projects and programs within Harris County, providing regular updates to the Programs Portfolio Manager and the Division Director.


Essential Functions and Duties:

Frontier Programs

  • Directs Frontier Programs execution, offering stakeholders strategic recommendations to ensure compliance with drainage and development criteria.
  • Manages the coordination among inter-division directors and project managers to align efforts with interim guidelines and achieve District goals.
  • Develops and maintains relationships with landowners, developers, and other stakeholders, ensuring their plans align with program guidelines.
  • Establishes, assesses, and mitigates potential risks to program success, implementing appropriate strategies.
  • Manages the impact fee account and database to ensure adequate fund tracking and allocation.
  • Processes thorough reviews of developer plans within the watershed area, making informed recommendations to the right-of-way Engineer to ensure compliance and program advancement.

Overall Partnerships and Programs

  • Establishes goals and directives for major initiatives, programs, and projects to ensure the successful execution of assigned tasks.
  • Manages, supervises, and coordinates staff and major initiatives and programs, including direct coordination with Engineering and other divisions on local partnership projects and interlocal agreements.
  • Performs as the subject matter expert on all aspects of their programs, keeping a working knowledge of all the projects and staff functions within their programs. This includes meeting attendance as the Flood Control District representative on projects led by partner agencies.
  • Supervises the delivery of projects and programs from pre-planning to conclusion, ensuring compliance with all regulations and funding requirements.

Workload Management, Coordination, and Problem Solving

  • Communicates with staff and management to balance workloads of available resources, identify deficiencies, and recommend innovative solutions to meet their objectives. This includes balancing details and technical aspects with functional and legal requirements, ensuring program expectations are met within the financial and schedule constraints of the various programs and projects.
  • Proactively identifies and addresses schedule, budget, and performance issues with management, clients, and their staff as necessary to resolve issues and mitigate risks before impacting project and program expectations.
  • Advise management of problems and prepare recommendations for solutions using best practices.

Public Engagement and Communication

  • Participates in the public engagement process by assisting in preparation for public meetings and assisting in preparing technical presentations.
  • Promote client satisfaction with internal and external clients.
  • Prepare correspondence, complete forms, and maintain records and files related to work activities.

Program and Project Management

  • Manages a feasibility study investigating the viability of frontier programs in other watersheds in Harris County, including strategizing their implementation.
  • Assist in the budgeting process, review drawdowns, track activity balances, and make budget modifications.
  • Maintain technical documents and tools such as legal contracts, agreements, award letters, monitoring tools, activity reporting forms, and application guidelines.

Reporting and Documentation

  • Complete all required reports and prepare reports that may be required by County staff and officials, funding partners, and outside agencies.

Additional Responsibilities and Duties

  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Examples of duties

Education:

  • Bachelor's degree from an accredited four-year college or university in Urban Planning, Civil Engineering, Environmental Science, or a related field from an accredited college or university

Experience:
  • Ten (10) years minimum of direct or related work experience in program management, particularly in land development, urban planning, engineering, or a related area.
  • Requires experience in organization management and exposure to communication processes, planning, budgeting, procedural analysis, and preparation of written guidelines.

Licensure:

  • Valid Class "C" Texas Driver’s License

Knowledge Skills, and Abilities:
  • Knowledge of construction standards, practices, and techniques.
  • Good diagnostic and troubleshooting skills to solve unusual work problems.
  • Good analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
  • Basic understanding of project management tools and systems.
  • Can work well with the public, interest groups, government agency personnel, and external organizations.

Qualifications

Experience:

  • Five (5) years of verifiable experience in civil engineering-related work (preferred)
  • Prefer experience working with Government agencies and their governing bodies (preferred)
  • Experience with GIS applications and AutoCAD software (preferred)
