Organizational Setting

The FAO Sub-Regional Office for the Caribbean (FAO/SLC) in collaboration with the Office of Climate Change, Biodiversity and Environment, and other FAO divisions assists member countries in policy development, strategic interventions, implementation and management processes in response to climate change and environmental degradation in the agriculture sector which includes fisheries and forestry. Key areas of work encompass providing support and enhancing countries’ capacities to access climate and environmental finance and sharing of best practices.
International mechanisms such as the Global Environment Facility (GEF), the Green Climate Fund (GCF), the Adaptation Fund (AF), Global Biodiversity Framework Fund (GBFF), the Damage and Loss Fund and other bilateral and multilateral climate funds have been established specifically to assist countries to mitigate and adapt to the effects of climate variability, climate change, shocks, and disasters on social-ecological systems. FAO is an accredited agency for GEF, GCF and AF.
There is growing international recognition that the agriculture sector plays a central role in this context - particularly in Small Island Developing States (SIDS), where agriculture is among the foremost priorities in the Nationally Determined Contributions submitted under the United Nations Framework Convention on Climate Change and whose economies are heavily dependent on environmental and natural resources. Given their high vulnerability to the effects of climate change and disasters and the growing number of requests from governments, FAO/SLC plays a key role in supporting countries in the sub-region to access and utilize climate and environmental finance from the international community.
The Office manages a growing portfolio of climate resilience, ecosystem-based adaptation, disaster risk reduction and management and environmental and natural resources conservation projects across the Caribbean and works closely with the respective Governments to build sustainable, climate and disaster resilient, and nature-positive agri-food systems.
Operational Partners Implementation Modality (partnership) is an additional implementation modality introduced in FAO in November 2015 (Director-General’s Bulletin 2015/35), which is governed by FAO’s policy Manual Section 701 (MS701). partnership, or indirect implementation, is used when funds received by FAO from a Resource Partner are transferred to eligible Operational Partners (OPs) for achieving project results at the output and impact level on behalf of FAO. Normally in partnership projects, a high proportion of the total project funds received by FAO are transferred to one or more eligible OPs who will implement the agreed project results using their own capacity, policies, procedures and systems. Collaboration with the OP is based on shared objectives to jointly deliver development project results. The Project Implementation strategy is planned in collaboration with the partner.


Reporting Lines

Under the direct supervision of the GEF Task Manager for the Caribbean, the Partnership Support Specialist will work in coordination with the Programme team at SLC, Country Office/Field programme teams, Technical Officers, members of the Multi-disciplinary Teams.


Technical Focus

Providing administrative and operational support towards the implementation and monitoring of partnership agreements.


Tasks and responsibilities

• Provide operational support to technical teams during the identification, formulation and appraisal and approval stages of projects executed under the partnership modality which includes inter alia:
o Screening Operational Partners for prioritization and selection
o Requesting Due Diligence Screenings
o Requesting Capacity Assessments
• Coordinate partnership Consultation Meetings prior to Implementation Phase towards:
o Drafting the Results matrix, Work plan, and Budget
o Drafting the Procurement and Subcontracting plan
• Compile Operational Partner Agreement (OPA) packages for quality assurance
• Submit OPA Packages including supporting Annexes for quality assurance
• Support Partnership Agreement Amendments, including
o Completion of the Amended OPA
o Submission of Amended OPA package including supporting Annexes for quality assurance
o Supporting the budget revision / budget equalization process
• Monitor Partnership which will include but not be limited to reviewing expenditure reports and requests for disbursements; tracking and reporting on the timeline for completion of OPAs with necessary alerts to relevant personnel.
• Provide logistical support for partnership field visits, including travel arrangements and schedule coordination.
• Support documentation of field visits including field visit reports (including sharing of templates and facilitating upload to FAO’s Field Performance Management Information System)
• Provide administrative support as needed, to ensure the efficient and effective conduct of meetings
• Coordinate awareness building sessions with partners on specific areas for capacity development.
• Perform any other related duties and activities as required by supervisor


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Business management, Accounting, Office management, Procurement, Contracting or other related disciplines
• At least 2 years of relevant experience in operational and contract processing
• Working knowledge of English
• National of Barbados
