MAJOR FUNCTION
Performs advanced professional, administrative, and supervisory work overseeing and managing staff and parks capital projects from planning and design through procurement, construction, and closeout. Responsibilities include expansion, renewal, and replacement projects within the Parks Community Investment Program (CIP).
ILLUSTRATIVE DUTIES
· Establishes and monitors project scopes, schedules, budgets, funding, deliverables, and performance.
· Develops scopes of work and supports solicitations, bid evaluations, contract awards, and procurement activities.
· Coordinates and monitors the work of consultants, contractors, engineers, and other project partners to ensure compliance with project objectives and contract requirements.
· Reviews plans, specifications, surveys, studies, reports, cost estimates, schedules, permit applications, and bid and construction documents.
· Reviews invoices and pay applications, verifies completed work and supporting documentation, and recommends payment authorization.
· Assists with the development and administration of the annual Parks CIP budget, project budgets, and engineering and construction contracts.
· Prepares and maintains project files and prepares status reports, schedules, correspondence, agenda items, presentations and other documentation for management, elected officials, and regulatory agencies.
· Coordinates with County divisions, regulatory agencies, the development community, and other stakeholders throughout project design, permitting, bidding, purchasing, and construction.
· Communicates project information and status updates to the public, stakeholders, and partner agencies.
· Identifies grants, partnerships, and other funding sources and supports the administration of awarded funds.
· Plans, assigns, reviews, and evaluates the work of assigned staff.
· Performs related duties as required.
KNOWLEDGE, ABILITIES AND SKILLS
· Knowledge of project development, construction project management, procurement, and contract administration.
· Knowledge of applicable local, state, and federal laws, regulations, permitting requirements, and grant requirements related to park development.
· Knowledge of construction methods, techniques, materials, and governmental budgeting and accounting practices.
· Ability to read and interpret plans, specifications, contracts, bids, and other technical documents.
· Ability to develop and monitor capital plans and budgets and analyze project and financial data.
· Ability to prepare clear reports, correspondence, agenda items, policies, procedures, instructions, and presentations.
· Ability to plan, organize, prioritize, and manage multiple projects within established schedules and budgets.
· Ability to plan, direct, supervise, and evaluate the work of assigned staff.
· Ability to communicate effectively, make presentations, and establish productive working relationships with employees, officials, consultants, contractors, agencies, stakeholders, and the public.
· Proficiency in standard office software used to prepare spreadsheets, presentations, reports, and project documentation.
· Graduate of an accredited four (4) year college or university with a bachelor's degree in business administration, engineering, construction management, project management, or a closely related field and two (2) years of related professional experience.
· An equivalent combination of related training and experience totaling eight (8) years may be substituted for the education and experience requirements above.
· Must possess and maintain a valid Florida’s Driver’s License.
SPECIAL REQUIREMENTS
· Must successfully complete and maintain eligibility through a Level 2 (FDLE) fingerprint-based background screening as a condition of employment.
· This full-time position is based in Polk County, Florida. Flexibility may be required to support emergencies outside of regular business hours.
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Overview
As outlined in the Polk County Charter, the Board of County Commissioners (BoCC) is the governing body of Polk County. Each commissioner is elected by a countywide vote.
Duties and Powers
The County Commission adopts an annual budget which includes appropriations for services provided by county government including the Sheriff, Property Appraiser, Tax Collector and Supervisor of Elections. This budget also includes appropriations in support of the Circuit and County Courts, State Attorney, Public Defender and Clerk of the Court. Some other responsibilities:
* levying taxes and fees,
* provide and maintain county buildings,
* provide fire protection and ambulance services,
* provide health and welfare programs,
* provide parks, preserves, playgrounds, libraries, museums, historical sites, recreation and cultural facilities and programs,
* prepare and enforce comprehensive plans for the development in the county,
* establish, coordinate, and enforce zoning and such business regulations as are necessary for the protection of the public,
* adopt and enforce building, housing and related technical codes and regulations,
* establish and administer programs of housing, slum clearance, community redevelopment, conservation, flood control, air pollution control,
* provide and regulate waste and sewage collection and disposal, water supply and conservation programs,
* provide and operate public transportation systems, roads, bridges and related facilities.
