Job Description Summary:

This is a full time, permanent position.

ROLE AND PURPOSE

To manage and deliver a safe and efficient park ranger service, being responsible for half of the city’s parks, playgrounds and outdoor sports facilities located, primarily located in the west of the city. To ensure that the parks are managed and maintained in a clean and tidy manner at all times, and the facilities are regularly inspected and repaired in a timely and safe manner. Managing a diverse events and activity programme that encourages and increases park usage, including seasonal activity, working within existing parameters of Trust Parks.

To provide operational cover for annual leave and other absences to West/East parks, and Animal Education Centre Manager, and cover and support other colleagues during absences from work.

PRINCIPAL ACCOUNTABILITIES:

  1. To ensure that the parks are maintained in a clean and tidy manner at all times, managing the park ranger team and mobile team to ensure a responsive and efficient service
  2. Manage an efficient ranger service to deliver comprehensive daily and weekly inspections and remedial actions. Ensure repair and maintenance requirements are reported promptly and managed through to completion, working with contractors. Ensure that the structures and equipment, playground equipment and paddling pools and other regular or seasonal equipment are fit for purpose, regularly inspected and maintained, and safe for public use.
  3. To plan and manage seasonal activity, ensuring that any seasonal staff are recruited in a timely manner, and equipment and playing surfaces are brought into use in a planned and timely way ready for safe and satisfactory public use, and decommissioned safely and securely at the close of the season. Ensure facilities are fit for purpose during inclement weather and surfaces made safe.
  4. To be responsible for ensuring the ranger team are suitably qualified for driving responsibilities, carrying out periodic checks on driving licences and insurance cover. Liaise with contractors to ensure that adequate fleet is available and fit for purpose.
  5. Contribute to the maximisation of income and utilisation targets and associated actions to meet targets, provide effective budget monitoring and take responsibility for authorising expenditure at a set limit and monitoring budgets relating to the parks including income targets.
  6. Actively promote parks that leads to increased participation and healthy outcomes. Contribute to a Sport and Physical Activity Strategy, to promote more people to become more active in the community.
  7. Work with the Parks Management Team to be responsible for overall operational healthy safety aspects relating to the designated sites, ensuring risk assessments and safety inspections are regularly undertaken, insurance reports are responded to, and control measures are in place and necessary actions carried out.

To work with Health & Safety department to ensure all documentation is up to date and meets currents requirements.

  1. To be responsible for all the park-based activities, buildings, facilities, open water and recreational spaces and pitches. Manage the events and activity programme, ensuring that visiting event organisers and those delivering activity do so in a safe way that minimises damage to the park surroundings and maximises commercial potential. Sharing responsibility for pre-event safety checks and analysis of event paperwork including risk assessments and insurance.
  2. Manage the Senior Park Rangers and Park Development Officers programme of work, to plan and deliver a balanced activity programme that meets customer needs and proactively markets and publicises events and activity that generate increased usage. Supporting staff to develop and deliver park-based education opportunities, create and develop links with community groups and support friends of the park’s groups.
  3. Responsible for overall site security, ensuring provision of safe and adequate facilities open to the public. Work with the Parks Management Team, coordinating all operational security matters with the ranger team.
  4. To be responsible for accurate data collection, analysis and reporting of site-based activity, pertaining to utilisation, income and customer complaints. To use data to inform decision making on site and contribute to ongoing performance and budget management.
  5. Provide a high level of customer care and ensure staff are responsive to customer needs and comments and complaints are responded to promptly.
  6. To be responsible for the management of staff designated to the parks service, including appraisal, team meetings, effective communications, sickness management, staff rotas and effective deployment via shifts and overtime arrangements to maximise resources. Responsible for the recruitment and management of volunteers, apprenticeships, school and work placements.
