The Parks, Recreation and Community Services Department is actively seeking a Park Planning Project Coordinator.

This is professional work at the advanced level in park planning, project management, developing and preparing park plans and grant applications. Work requires a basic understanding and application of the theories, principles and practices of park planning, project management, ADA guidelines, Florida Building Code, construction techniques and budgeting which is usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. May assign, monitor, and review the work of others. Contacts with others require skill in understanding and/or influencing people and are important in coordinating and overseeing park projects, resolving work-related issues and problems, and presenting and defending recommendations. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. Work is performed mainly in an office environment but field work will be required in areas where there are some risk and hazards which are known, predictable and controllable. Operates a motor vehicle, personal computers using word processing, spreadsheet, database and other related software, calculator, copy machine and other standard office equipment. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standard and policies.

Examples of duties

  • Creates scope of services, budget, and specifications for park improvements based on park and community needs.
  • Coordinates projects with contractors, staff, associations, granting agencies, and the public.
  • Researches, develops, assesses, and prepares park improvement plans, specifications and grant applications,
  • Performs project management for the design and construction of park projects, including bid process and contract administration.
  • Confers and coordinates with others to gather, relay and/or interpret goals, policies and priorities relating to departmental planning and grant process.
  • Coordinates park projects status, timing and development with staff, users and associations.
  • Understands site, budget and construction constraints to develop best available plans for park improvements.
  • Works with other departments to effectively bid and procure park improvement projects.
  • Writes and coordinates various grant applications, including but not limited to federal and state agencies.
  • Reports and manages all assigned grants.
  • Prepares and maintains correspondence, reports and files.
  • Operates a motor vehicle.
  • Operates a computer using word processing, spreadsheet, database, presentation, and related software.
  • May train, assign, monitor, and review the work of others.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related duties as required.

Qualifications

  • Knowledge of theories, principles and practices of park planning
  • Knowledge of laws, rules and regulations applicable to park development.
  • Knowledge of park planning, site opportunities and constraints, construction techniques.
  • Knowledge of ADA guidelines.
  • Knowledge of standard construction practices.
  • Knowledge of Florida Building Code.

  • Knowledge of methods of developing planning strategies, goals and objectives.

  • Skill in data analysis to include quantitative and qualitative statistical techniques.
  • Skill in researching, analyzing, interpreting and applying related federal, state and local laws, rules and regulations.
  • Ability to read and interpret construction plans.
  • Ability to write specifications.
  • Ability to schedule projects.
  • Ability to develop and submit grant proposals.
  • Ability to develop planning strategies and objectives.
  • Ability to operate motor vehicles.

Supplemental information

  • Bachelor’s degree from an accredited institution plus two (2) years of experience in planning, construction management, construction oversight, park management, landscape architecture, natural resource recreation planning, ecology or a closely related field.
  • Preferred certification as a Certified Park and Recreation Professional (CPRP).

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain and maintain during employment in this class the City of Jacksonville Certification as a Public Driver.

OTHER REQUIREMENTS:

  • The probationary period for this class is six months.
