PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

Objective of the department
The Communicable Diseases Prevention, Control and Elimination Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination, and/or reduction of communicable diseases, and zoonoses threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.

Objectives / Products:
Under the supervision of the CDE Administrator, the consultant will perform the activities described below:
• Ensure the effective development, implementation, monitoring, and evaluation of CDE’s projects funded by donors and by the Organization, including the timely submission of technical and financial reports, and the accurate calculation of activity costs and budget gaps, to achieve the milestones established in all cooperation agreements.
• Ensure the appropriate and timely implementation of funding allocated to the Department, including voluntary contributions and flexible funds.
• Support the implementation of the planned activities under 2026 budget and efforts to identify funding sources
Tracking technical cooperation activities planned by the technical team, in collaborative coordination with technical focal points in the country offices, PRO, GSO, etc., to ensure the timely delivery of products and milestones
• Provide guidance to CDE Teams to maintain high-quality delivered to CDE Technical Areas.
• Provide operational, financial, and complementary support for the execution of the CDE BWP Implementation in alignment with the 2026-2031 PAHO Strategic Plan
• Support the consolidation of proposals, in coordination with ERP, which includes initiation and follow-up of the corporate review through the VC Tracking Tool and LEG Tracking Tool until proposals are approved and agreements signed.
• Prepare progress reports, work plans, as well as ad hoc technical and financial reports corresponding to CDE grants and projects.
• Monitor implementation of the designed CDE projects/cooperative agreement, supporting the CDE/ADM/PPP team in defining and developing visualizations for project monitoring indicators, tracking country activities, and documenting/summarizing agreements and next steps;
• Collaborate in strategic, financial, and operational planning exercises in coordination with CDE technical teams and CDE/ADM/PPP Team; and
• Support other planning-related activities.

OF DUTIES:

Qualification Requirements

Experience

At least seven (7 ) years of relevant professional experience in program or project coordination, preferably within international organizations, public institutions, or development agencies.

  • Demonstrated experience in financial analysis, budget monitoring, and tracking grants or externally funded projects.
  • Experience supporting technical teams with planning, implementation, and performance monitoring processes.
  • Familiarity with institutional performance frameworks, donor reporting, and results-based management.

Education

Bachelor’s degree in business administration, International Relations, Social Sciences, Public Health or a related field. A graduate degree in Project Management, Public Administration, Health Policy, or a related area is desirable.

Technical Skills and Competencies

  • Strong organizational and analytical skills, with the ability to gather and synthesize information from technical and administrative teams.
  • Ability to coordinate schedules, support performance evaluations, and manage data for decision-making and reporting purposes.
  • Ability to draft clear and concise reports, technical notes, and presentations tailored to internal and external audiences.

Languages

Excellent command of English and Spanish, both spoken and written. Knowledge of Portuguese or French will be considered an asset.

Computer Skills

Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, SharePoint, Outlook, Teams), and AI tools (Copilot). Experience using Enterprise Resource Planning (ERP) and Power BI will be considered an asset.

Place of work and Travels

Place of workThe consultant will work in constant coordination with the Administrator, CDE/AP/PPP Team and Technical Area that is supported by him/her. This coordination will be done mostly via electronic communications, with presence in PAHO HQ office in Washington DC for specific meetings or events to be determined/negotiated.

Travel: If travel is required, travel costs will be covered by PAHO.

Contract Period: roster to be valid for two years after the finalization of this selective process

Type of contract IPC, Band B. Estimated daily rate USD 258/day
