Key Responsibilities

The Department of Health and Human Services (DHHS) implemented a new browser-based Medicaid information system in April 2023. The system is called PRISM which stands for Provider Reimbursement Information for Medicaid. PRISM contains subsystems that support Medicaid processes such as provider enrollment, claims, prior authorizations, financials, etc.

The vendor who developed PRISM also developed training material that documents how to use the new system including eLearning modules, procedures, quick reference guides, etc. Moving forward, DHHS will be responsible for maintaining and updating PRISM training content that the vendor created.

The Training Specialist along with the Training Manager will be responsible for updating existing PRISM training content, creating new PRISM training material, and creating new training material for other division projects.

Day-to-day responsibilities of this position:

  • Update eLearning modules, storyboards, quick reference guides, and standard operating procedures (SOPs).
  • Develop new training using ADDIE principles to support the Division of Integrated Healthcare (DIH).
  • Give weekly updates on work plan tasks using status reports and progress tracking software.
  • Test the functionality of the State of Utah's Medicaid Management Information System (PRISM).
  • Coordinate with PRISM Testers and PRISM Business Analysts about system functionality issues.
  • Publish, Upload and maintain eLearning modules into the SABA learning management system.
  • Utilize Microsoft Word, Excel, PowerPoint, and Google Docs, Sheets, Slides, and Forms in document and report creation.
  • Use Microsoft SharePoint as a document repository and an end-user library of material.
  • Read design documentation to understand system functionality.
  • Plan for periods of needed overtime work.

Supplemental Information

  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Qualifications

Minimum or "day-one" qualifications:

Communication:

  • Ability to understand and follow instructions.
  • Skill in giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Skill in editing documents for correct grammar.
  • Excellent interpersonal skills as well as verbal and written communication skills.
  • Ability to facilitate meetings and discussions with a variety of stakeholders.

Critical thinking & problem solving:

  • Ability to handle difficult and stressful situations with professional composure.
  • Ability to plan, organize, and prioritize time and workload to accomplish tasks and meet deadlines.
  • Ability to solve problems by identifying key facts, exploring alternatives, and propose quality solutions.
  • Ability to work with or contribute to a work group or team to complete assigned tasks

Technical:

  • Skill in learning new software programs
  • Skill and ability to use automated computer software programs including Microsoft Word, Excel, Access, Visio, Project and SharePoint

Preferred or trainable/on-the-job qualifications:

  • Learning Management Systems, ideally Saba
  • eLearning authoring tools, preferably Articulate 360
  • SharePoint
  • Adobe Creative Suite
    products including Audition, Photoshop, Illustrator, Premiere, After Effects,
    and Character Animator.
