Why does this job exist and why is it critical?​

1. Permitting Management

Oversee and manage all permitting activities handled by vendors, including:

  • Daily and weekly progress updates.
  • Escalation of issues to vendor management.
  • Timely reporting to the Head of Permitting & Wayleave and Project Manager.

2. Stakeholder Relationship

Build and maintain strong working relationships with key authorities and stakeholders such as:

  • Local councils (PBT).
  • Public Works Department (JKR).
  • Landowners and landlords.

3. Coordination with Site Access Teams

  • Work closely with the underlying rights access team to:
    • Identify and prepare start-work permits.
    • Secure building access approvals.

4. Permitting Submission & Compliance

  • Ensure timely submission and approval of permits by:
    • Reviewing and endorsing technical proposals to meet authority guidelines.
    • Attending Joint Site Visits (JSV).
    • Monitoring UDM works and reports.
    • Securing consent letters and managing BD/BG payments.
    • Following up with PBT, JKR, and Land Offices.

5. Vendor & State Koridor Liaison

  • Monitor and manage:
    • All permitting activities by vendors.
    • Coordination with State Koridor - appointed One Stop Agency (OSA).
    • Mapping works by vendors and the appointed UDM companies.

6. Project Completion & Documentation

  • Track and record Certificate of Practical Completion (CPC) for all completed projects.
  • Initiate deposit recovery from PBT and JKR within the stipulated 2-year timeframe.

7. Issue Resolution & Support

  • Assist permitting team members by:
    • Attending meetings on their behalf when needed.
    • Maintaining strong relationships with authorities for quick problem resolution.

8. Reporting & Escalation

  • Provide timely tracking of project progress, escalate issues as necessary, and ensure consistent reporting to the Head of Permitting & Wayleave and and Project Manager.

Key Advantages

  • Established relationships with JKR, PBT, State OSA, and DBKL.
  • Familiarity with utilities permitting procedures across Peninsular Malaysia, Sabah, and Sarawak.
  • Strong technical background in Fiber OSP rollout.
