Job Description

To assess the organizational capacity of top state-level health-related agencies in Ebonyi,FCT and Kebbi States, focusing on leadership, accountability, andFCT and Kebbi States, focusing on leadership, governance, accountability, and responsiveness of senior officials and decision makers. Responsibilities

  • Develop and apply an organizational capacity assessment framework tailored to these agencies.
  • Review structures, policies, and processes governing accountability and leadership responsiveness.
  • Conduct interviews, focus group discussions, and stakeholder consultations with senior officials.
  • Design and administer a Capacity Index Survey for mid-level stakeholders (directors, deputy directors, program managers, unit heads) to measure perceptions of leadership effectiveness, accountability, transparency, and institutional responsiveness.
  • Analyse survey results alongside leadership interviews to triangulate findings.
  • Identify institutional strengths, weaknesses, and systemic gaps.
  • Recommend strategies for improving leadership accountability, decision-making and responsiveness.
  • Facilitate validation workshops with stakeholders to discuss findings and build consensus.
  • Produce actionable recommendations and a roadmap for institutional strengthening.

Required Qualifications

  • Advanced degree in Public Health, Health Policy, Organizational Development, Governance, or related field.
  • At least 10 years of professional experience in organizational capacity assessments, institutional strengthening, or governance reform.
  • Demonstrated experience working with government agencies, particularly in the health sector.
  • Strong knowledge of Nigerian health governance structures and accountability frameworks.
  • Experience in survey design, administration, and statistical analysis.
  • Excellent facilitation, stakeholder engagement, and report-writing skills.
  • Proven ability to deliver evidence-based recommendations in complex political and institutional contexts.
