The Oracle PL/SQL / APEX Developer II is a senior technical specialist responsible for the design, development, optimization, and architectural integrity of Oracle‑based applications. With an 85% backend / 15% APEX frontend focus, the role ensures scalable, secure, high‑quality solutions while acting as a mentor and technical authority within the team.

Responsibilities:

Advanced Backend Development (≈85%)

  • Architect and implement complex PL/SQL solutions.

  • Optimize database performance, indexing, execution plans.

  • Design integrations using REST APIs, JSON, XML, and secure connections.

  • Govern Oracle roles, privileges, and data access models.

  • Lead batch scheduling, automation (Control‑M, Oracle job scheduling).

  • Support operational continuity for Tier 1/Tier 2 systems.

Advanced APEX Development (≈15%)

  • Design advanced APEX pages, reusable components, plugin selection.

  • Decide when to use standard vs custom APEX features.

  • Define APEX security configurations and workspace architecture.

  • Ensure accessibility and consistent UI/UX across applications.

Architecture & Design

  • Create technical designs, architecture documents, and integration patterns.

  • Choose between APEX, PL/SQL, APIs, or external services based on requirements.

  • Ensure alignment with enterprise architecture and long‑term app strategy.

Data Modelling & Governance

  • Define and maintain data structures, metadata, and interfaces.

  • Liaise with data teams on definitions, consistency, and reporting needs.

  • Lead impact analyses across dependent systems.

Quality Assurance & Lifecycle Management

  • Conduct peer code reviews and enforce standards.

  • Oversee CI/CD practices for Oracle deployments.

  • Develop test scenarios, automation support, and debugging strategies.

  • Maintain documentation at architectural and code levels.

Security, Compliance & Risk Management

  • Enforce OWASP/NIST security principles in APEX and PL/SQL.

  • Ensure GDPR‑aligned data handling and secure data flows.

  • Identify risks across legacy systems and recommend mitigations.

Collaboration, Leadership & Mentoring

  • Mentor junior developers, promote knowledge sharing.

  • Challenge business requirements constructively where needed.

  • Coordinate with SMEs, architects, product owners, IT Ops.

Innovation & Continuous Improvement

  • Proactively identify modernization opportunities (APEX upgrades, refactoring).

  • Stay ahead of Oracle roadmap developments.

  • Introduce best practices and improvement initiatives.

Knowledge & Experience

  • Bachelor’s/Master’s in Computer Science/IT or equivalent.

  • 3+ years in Oracle PL/SQL & APEX development.

  • Proven experience with REST, JSON, XML, and integrations.

  • Strong database optimization skills.

  • Experience with Git/BitBucket, Jira, Confluence, DevOps pipelines.

  • Experience in complex enterprise environments (preferred NL healthcare/logistics/pharma).

Education:

  • Bachelor’s/Master’s in Computer Science/IT or equivalent.

Work Experience:

  • 3+ years in Oracle PL/SQL & APEX development.

  • Proven experience with REST, JSON, XML, and integrations.

  • Experience with Git/BitBucket, Jira, Confluence, DevOps pipelines.

  • Experience in complex enterprise environments (preferred healthcare/logistics/pharma).
