Job Description

This posting is for 1 temporary full-time position up to 12 months

Bring your Oracle Cloud expertise to a role where you'll drive enterprise solutions, influence technology best practices, and deliver meaningful business value across Strathcona County. The Oracle Technical Analyst II is responsible for planning, implementing, and providing operational support for solutions that enable Strathcona County's organizational functions, ensuring continuous operation, security, reliability, and performance of Oracle Cloud applications. The role requires strong problem-solving and communication skills to address system issues, collaborate with stakeholders, and recommend technical solutions. Additionally, the position provides leadership in process improvement, establishing best practices and developing team communication skills to effectively engage stakeholders.

Key Responsibilities:

  • Implement and manage services, procedures, tools, and documentation to ensure high service integrity and availability of Oracle Fusion Cloud for the County. This includes maintaining system documentation, technical support standards, and lifecycle management of services, including updates and patches, while ensuring system reliability and performance
  • Lead or participate in Oracle Fusion Cloud quarterly update testing, environment management, and deployment activities as required
  • Support Oracle Fusion Cloud application security, internal controls, and audit compliance requirements to ensure adherence to County standards and governance frameworks
  • Build, support, and sustain Oracle Fusion Cloud application solutions and provide strategic insights to drive business value and inform business decisions. This includes UI changes in Oracle via Sandbox, Oracle Visual Builder and any other current or future new Oracle tools that help customize the user experience
  • Implement changes to services in alignment with incident, problem, and change management protocols, ensuring compliance with IT standards for Oracle Fusion Cloud services
  • Support data integration, reporting, and information management activities across Oracle and related enterprise systems
  • Liaise with IT service partners, business clients, and IT vendors to ensure client priorities and issues are addressed promptly and effectively, maintaining strong communication and coordination, including communication of system status, maintenance activities, and service impacts to stakeholders
  • Ensure clients receive technical support for IT services by developing procedures, creating reporting mechanisms, collaborating with application and data custodians and promoting end-user self-sufficiency
  • Proactively advise, participate in, and implement best practices, aligning service delivery with the latest industry standards and technological advancements
  • Coordinate project-based work to identify and implement operational efficiencies, support technology roadmaps, and drive continuous improvement in service delivery
  • Stay informed, advise, and educate staff on technology and industry trends while providing technical leadership and knowledge sharing across peers, teams, and stakeholders to support team and organizational capability development
  • Collaborate with cross-functional teams to understand client needs, gather requirements, define project scopes, and ensure successful implementation of enterprise solutions


Qualifications and Skills:

  • Degree in Computing Science, Business Administration, or another related discipline with a minimum of 3 years of experience in an IT environment or an Information Technology or Business Diploma with a minimum of 5 years of directly related IT experience
  • ITIL Foundations and Oracle Cloud certifications would be considered assets
  • Experience with supporting SaaS ERP systems like Oracle Cloud ERP is an asset
  • Experience in resolving application related incidents and identifying root causes for reoccurring issues
  • Experience in planning and executing application upgrades, patches, and migrations with minimal downtime
  • Ability to work closely with clients to understand their needs and provide tailored solutions
  • Strong background in creating and maintaining technical documentation, including user guides and troubleshooting manuals
  • Proficiency in programming languages that are supported by Strathcona County for customer application development and scripting. Understanding of SDLC practices, version control concepts, CI/CD pipelines, and basic DevOps principles. Familiarity with Oracle Visual Builder (basic JavaScript), REST APIs (JSON/XML)
  • Skills in SQL, or other database query languages for data extraction, transformation and reporting
  • Familiarity with Oracle and Microsoft family technologies that support web UI, mobile components, payment services, API usage, development and support
  • Excellent written and verbal communication skills, along with strong presentation and customer service skills
  • Ability to build and maintain relationships, communicate and collaborate with stakeholders, find common ground, communicate progress and risks, and help others thrive in a continuously changing environment
  • Ability to apply systems thinking and strategic management to understand the big picture while focusing on details, identifying connections, assessing impacts, managing risks, and uncovering opportunities
  • Advanced ability and experience working in a complex multi-stakeholder environment with competing interests and priorities
  • Overtime as required and on-call as required
