Job Description

Job Purpose:
The Oracle Database Administrator (Oracle DBA) supports the development, administration, and maintenance of a mission-critical Oracle Management Information System (MIS) within a Department of Defense research environment. This position is responsible for ensuring the reliability, security, and performance of Oracle databases and applications while supporting software engineering, system integration, and configuration management activities. The ideal candidate has experience administering Oracle databases, developing Oracle Forms and PL/SQL applications, and providing technical support in secure enterprise environments.

Responsibilities: 
  • Administer and maintain Oracle database environments supporting enterprise management information systems.
  • Perform database administration tasks including schema management, user and role administration, tablespace management, storage monitoring, backup and recovery, and database performance tuning.
  • Develop, modify, test, and maintain Oracle Forms, Oracle Reports, and PL/SQL applications.
  • Support Oracle 12c and Oracle 19c databases and related Oracle technologies.
  • Perform software engineering, integration, testing, and configuration management activities throughout the software development lifecycle.
  • Troubleshoot database, application, and performance issues while implementing effective solutions.
  • Support Oracle Fusion Middleware, Oracle Internet Directory (OID), LDAP, Oracle Designer, Oracle Discoverer, and related development tools.
  • Develop and implement new database objects, forms, reports, and enhancements to meet evolving business requirements.
  • Provide technical support to end users in Windows, Linux, and macOS environments.
  • Maintain technical documentation, configuration records, operational procedures, and system logs.
  • Support secure system configurations and assist with STIG, IAVA, and cybersecurity compliance activities.
  • Collaborate with software engineers, database administrators, and government stakeholders to maintain system reliability and performance.
  • Perform other duties as assigned in support of program objectives.
Required Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Information Systems, Computer Engineering, Cybersecurity, or a related technical discipline. Equivalent experience may be considered.
  • Minimum of three (3) years of experience in Oracle database administration, software engineering, or systems engineering.
  • Experience administering Oracle database environments supporting enterprise applications.
  • Hands-on experience with Oracle 12c and/or Oracle 19c databases.
  • Experience developing and maintaining Oracle Forms, Oracle Reports, and PL/SQL applications.
  • Experience supporting client/server and web-based application environments.
  • Experience with Oracle Fusion Middleware, Oracle Internet Directory (OID), LDAP, Oracle Designer, Oracle Discoverer, SQL Developer, and SQL*Plus.
  • Experience working in Linux environments, including Red Hat or Rocky Linux.
  • Knowledge of software integration, configuration management, and system documentation practices.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Active DoD Top Secret (TS) security clearance required at the time of application.
  • Must be eligible to obtain and maintain TS/SCI access.
  • U.S. Citizenship is required.

Preferred Qualifications:
  • Experience supporting financial management, budgeting, contracts, inventory, personnel, or management information systems.
  • Experience with HTML, XML, PHP, Perl, and shell scripting.
  • Experience supporting STIG, IAVA, ACAS, CAC, PKI, and other Department of Defense cybersecurity requirements.
  • Familiarity with Work Breakdown Structure (WBS) concepts and database information structures.
  • Experience working in Department of Defense or other federal government environments.
  • Experience supporting configuration-managed software development processes and documentation-driven development.
