Minimum Qualifications

  • Four (4) years of experience as an application developer at least two (2) of which were spent developing in C# .NET.

OR

  • Two (2) years of experience as a C# .NET application developer and at least two (2) years in another information technology field (e.g. database administration, quality assurance, analysis, etc.)

OR

  • A bachelor’s degree in computer science, information technology, management information systems, or a similar field

Preferences

  1. Experience leading application development projects or teams.
  2. Experience modernizing applications written in Visual Basic, C++, COBOL, Classic ASP, ColdFusion, or other legacy languages.
  3. Experience analyzing processes and implementing improvements or solutions.
  4. Experience using Git and Azure DevOps.
  5. Experience as a full stack developer handling all aspects of an application (database, back-end code, front-end code, accessibility, user experience, etc.)

Duties and Responsibilities

This position serves as a C# .NET application developer within the Bureau of Departmental Information Systems (BDIS) at the Florida Department of State (Department) and is responsible for developing & maintaining software systems and supporting business functions based on Department, Division, and Bureau requirements. All work is conducted at Department offices, unless approved by direct supervisor.

Primary duties will be to:

  • Work within a team, or individually, to perform IT tasks in support of Department staff, constituents, and business functions.
  • Maintain, modify, and modernize existing applications/systems.
  • Assist with the planning and implementation of new applications.
  • Analyze issues, systems, and processes.
  • Coach teammates and provide expert opinion as needed.
  • Perform technical tasks to support Department staff, applications, and business functions (such as SQL queries, batch jobs, or reports).
  • Adhere to BDIS standards (DevOps best practices, unit testing, code reviews, plain language, etc.) for developing, testing, and documenting.

Other duties and responsibilities include:

  • Participate in the discovery process to determine business needs and define application functional specifications.
  • Perform integration and/or documentation of external partner/vendor interfaces.
  • Perform data tasks such as extraction, analysis, cleanup, or reporting while maintaining data integrity.
  • Create and maintain thorough documentation.
  • Evaluate new development tools and methodologies.
  • Assist other IT teams as needed in testing, troubleshooting, and solutioning.
  • Perform other work-related duties as assigned.

Knowledge, Skills, and Abilities

Ability to troubleshoot and problem-solve. Ability to work with a team and provide team leadership. Ability to communicate effectively, both verbally and in writing. Proficient with C# .NET, SQL, and Visual Studio. Proficient with development methodologies and common software architecture patterns. Proficient with ASP.NET, MVC, and RESTful services. Knowledge of SQL Server and relational data practices. Knowledge of working with command line environments such as DOS or OpenVMS. Proficient with web application development skills including HTML, CSS, JavaScript. Ability to plan, organize and coordinate work activities. Ability to establish and maintain effective working relationships with others.
