Duties and Responsibilities

The Operations Service Manager in the Bureau of Motorist Services Support, Quality Assurance Program is essential in meeting the Florida Highway Safety and Motor Vehicles’ (FLHSMV) statutory directive and strategic goals by working to strengthen the integrity of driver license and motor vehicle issuance offices throughout the state. This position will work independently in a professional project-oriented position that serves to protect the citizens of Florida by ensuring accurate issuance of driver license and motor vehicle credentials through quality assurance, monitoring, compliance, and support activities as well as working to strengthen and support partnerships with Tax Collectors and other government and private organizations partnering with the department. Responsibilities include conducting advanced reviews of non-compliant driver license and motor vehicle issuance transactions and generating complex written and statistical reports based on findings to identify possible weaknesses, recommend changes and enhancements, make determinations, and work with management to resolve potential issues. The ideal candidate for this position is self-motivated, a leader, analytical, and possesses excellent data analysis and report writing skills. This career can be very rewarding for the individual who desires to play a part in protecting the citizens of Florida by recommending and implementing measures to improve credential issuance and reduction in fraud.

Knowledge, Skills, and Abilities

  • Knowledge of the principles and techniques of effective oral and written communication.
  • Knowledge of the methods of data collection, analysis, and organization.
  • Advanced proficiency with MS Office, to include knowledge of advanced Excel functions (formulas and conditional formatting) and the ability to use spreadsheets containing large data.
  • Skill in understanding and applying applicable rules, regulations, policies, and procedures to determine compliance with Motorist Services program standards.
  • Skill in Florida Driver License Issuing System, (FDLIS)/Online Registration and Identity Operating Network (ORION), Driver and Vehicle Information Database (DAVID), Motorist Maintenance, Systematic Alien Verification for Entitlements (SAVE), and Comprehensive Case Information System (CCIS).
  • Skill in conducting research, evaluating data, and developing recommendations.
  • Skill in preparing and delivering professional papers, research studies, presentations, evaluations, and reports.
  • Skill in planning, coordinating, and managing multiple work assignments with varied deadlines.
  • Ability to utilize problem solving and decision-making techniques.
  • Ability to work independently with minimal supervision.
  • Ability to work with and maintain confidential information.
  • Ability to establish and maintain effective relationships with others.

Preferred Qualifications
Preference will be given to applicants with experience:

  • Advanced skills in Microsoft Excel and at least 5 years of experience in FDLIS/ORION.

Job Related Requirements

  • The applicant selected for this position must be experienced in issuing driver licenses through the Online Registration and Identity Operating Network (ORION) and/or Florida Driver License Information System (FDLIS).
  • This position may require alternate work hours or days and travel based upon Department need.
  • Occasional overnight travel is also required.
  • In accordance with F.S. 322, selected applicant must possess a valid Class E or higher driver's license; not learner's license and be at least 21 years of age. Selected applicants must have no cancellations, suspensions, or revocations of the driving privilege for a minimum of three (3) years prior to employment and must also maintain a driving record with no more than three (3) chargeable motor vehicle crash or any violation defined in Chapter 316, Florida Statutes during any consecutive (3) year period of employment.

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
