Summary

The Nevada Health Authority is seeking an Operations Officer in Carson City. This position provides strategic and operational leadership across the plan’s core administrative activities. This position oversees daily operations, supports policy implementation, ensures regulatory compliance, and collaborates closely with executive leadership, vendors, state agencies, and internal teams to deliver efficient and customer-focused services.

Examples of duties

Minimum Qualifications:

  • Education and/or experience in business administration, public administration, health administration, or a related field.
  • Demonstrated experience in benefits administration, health plan operations, public sector risk management, or similar fields.
  • Strong leadership, analytical, and problem-solving skills.
  • Proven ability to manage cross-functional teams and complex operational processes.
  • Excellent communication and stakeholder engagement skills.

Preferred Qualifications:

  • Bachelor’s degree in business administration, public administration, health administration, or a related field; or 5 years or more combined experience and education in the above areas.
  • Experience with self-insured or public employee benefit programs.
  • Knowledge of state and federal regulations governing health benefits and insurance operations.
  • Familiarity with eligibility systems, claims platforms, and vendor management.

Qualifications

  • Lead and manage operational workflows that support eligibility, enrollment, claims administration, customer service, and vendor coordination.
  • Develop and implement operational policies and procedures to enhance consistency, efficiency, and compliance.
  • Monitor performance metrics, operational reporting, and service level agreements to ensure high-quality plan administration.
  • Partner with actuarial, finance, and compliance staff to support budgeting, forecasting, audits, and regulatory filings.
  • Coordinate with third-party administrators, technology vendors, and partner agencies to optimize processes and resolve issues.
  • Identify opportunities for operational improvement, risk mitigation, and modernization of plan administration systems.
  • Support executive leadership in planning, communications, and strategic initiatives.

Supplemental information

Knowledge of:

  • Contract administration, vendor performance oversight, and service level monitoring.
  • Budget development, financial reporting, actuarial concepts, and cost-containment strategies.
  • Operational planning, workflow design, and best practices for process improvement.
  • Principles and practices of health benefits administration, self-insured plan operations, and risk management.
  • State and federal regulations governing public employee benefit programs, including privacy, reporting, and compliance requirements.

Skills in:

  • Managing and improving operational systems, procedures, and performance measures.
  • Interpreting complex data, analyzing trends, and preparing clear and actionable reports.
  • Project management, including setting timelines, coordinating cross-functional teams, and ensuring deliverables are met.
  • Using technology platforms related to eligibility, claims management, data reporting, and records administration.
  • Communicating clearly and professionally with diverse internal and external stakeholders, inclusive of board members and lawmakers.

Ability to:

  • Support the goals and objectives of the Nevada Health Authority and Public Employees’ Benefit Program and ensure both entities are in alignment as we move forward.
  • Demonstrate a growth mindset and support and assist staff in navigating different phases of change as we move toward our NVHA/PEBP goals.
  • Exercise sound judgment and make data-informed decisions in a fast-moving operational environment.
  • Establish and maintain effective working relationships with staff, vendors, agency partners, and members.
