Caladwich Consulting is seeking an experienced Program Manager to serve as the Government-designated Lead/On-Site Manager for the EPA Region 10 Facility Support Services Center in Seattle, Washington. This individual will be the primary contractor point of contact to the EPA Contracting Officer’s Representative (COR) and will lead the daily management, coordination, and execution of all contract requirements. The ideal candidate is a hands-on leader who can manage a multidisciplinary workforce, maintain high service standards, track performance, and deliver responsive support in a complex federal office environment.

CORE RESPONSIBILITIES

· Act as the primary on-site contractor representative and principal point of contact for the EPA COR and other authorized Government representatives.

· Plan, direct, coordinate, and monitor all contract activities in accordance with the Performance Work Statement, approved procedures, schedules, and authorized technical direction.

· Lead and supervise personnel supporting mailroom operations, shipping and receiving, conference room setups, copy and print production, graphics services, personal property accountability, facilities operations support, and fleet vehicle services.

· Organize daily workloads, prioritize scheduled and on-demand service requests, assign resources, and ensure required turnaround times and service levels are achieved.

· Maintain staffing coverage, employee schedules, cross-training, performance expectations, and continuity of operations during absences, surges, emergencies, or changing Government requirements.

· Implement administrative controls to collect, validate, analyze, and report operational performance metrics, workload data, service status, and corrective actions.

· Monitor quality, safety, customer service, and contract compliance; identify performance risks and implement timely corrective and preventive actions.

· Coordinate with EPA stakeholders to resolve service issues, communicate schedule impacts, and ensure work is completed accurately, professionally, and with minimal disruption to Government operations.

OPERATIONAL SUPPORT

· Ensure contractor personnel comply with facility access, identification, confidentiality, physical security, key control, property accountability, vehicle, environmental, and workplace safety requirements.

· Oversee use of EPA-provided work-order and incident-tracking systems and maintain complete, accurate, and timely operational records and reports.

· Coordinate service delivery across approximately 140,565 square feet of EPA office space and support annual inventory activities at the Manchester Laboratory when required.

· Maintain readiness to scale staffing, workflows, and service priorities when functional areas are reduced, suspended, or redirected by the Government.

· Promote continuous improvement by evaluating workflows, improving resource utilization, documenting procedures, and recommending practical service enhancements.

· Ensure contractor personnel clearly identify themselves as contractor employees and maintain professional conduct while working at EPA facilities.

Requirements

REQUIRED QUALIFICATIONS

· Minimum of five (5) years of experience overseeing personnel performing facility support services comparable to the contract scope.

· Demonstrated management experience across multiple support functions, including mail operations, conference room setups, copy/print production, graphics support, personal property, general operations support, and fleet vehicle support.

· Demonstrated ability to administratively manage operations and accurately track, analyze, and report performance metrics.

· Demonstrated experience managing support service contracts for federal facilities of similar size and operational complexity.

· Experience serving as a primary customer- or Government-facing manager with responsibility for contract execution, workforce performance, issue resolution, and service delivery.

· Strong written and verbal communication skills, sound judgment, organizational discipline, and the ability to manage competing priorities in a customer-focused environment.

· Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.

PREFERRED QUALIFICATIONS

· Bachelor's degree in business administration, facilities management, operations management, logistics, public administration, or a related field.

· Experience managing an EPA, GSA, DoD, or other civilian federal agency facility support contract.

· Experience with quality control plans, key performance indicators, work-order or service-request systems, and formal Government reporting.

· Professional certification in project management, facilities management, quality, or process improvement, such as PMP, CFM, FMP, or Lean Six Sigma.
