JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Operations Manager – East is responsible to the Head of Operations for defining, planning, managing and delivering the contractual obligations of the facilities management scope. The Job Holder will be responsible for managing all projects within the Facilities Management sphere, including the design, construction, testing and commissioning and closure of the project to cost, time and quality.
The key aspect of this role will focus on the management of the O&M suppliers, through a close working relationship, and providing expert knowledge and leadership. The delivery of this role will typically be through the management of the incumbent O&M supplier and supporting the wider RES functions.
The Job Holder will ensure that all aspects of the facilities management scope are fully defined to ensure customer requirements are achieved in accordance with all business and commercial criteria, as well as company policies and procedures.In doing so the Operations Manager – East will develop and maintain local tools and processes, ensuring they are aligned to the BAE Systems corporate framework.
The Job Holder will manage, control and monitor the O&M contract and individual projects so that they are delivered to agreed time, cost and quality requirements, regularly reviewing and reporting on progress against plan and, where necessary, intervening to resolve issues which threaten delivery to plan.To achieve this, it will be necessary to ensure that the Operations Manager – East adheres to all policies and procedures and that they are carried out in such a way as to minimise risk and maximise opportunities. The Job Holder will need to manage relationships with major suppliers and subcontractors to ensure all contracts are delivered and that issues are effectively addressed.
JOB ACCOUNTABILITIES
Responsibility for managing the contractual obligations of the contract.
Responsible for the delivery of O&M, through management of suppliers, within contractual service level agreements.
Responsible for understanding and implementing relevant legislation.
The role holder will be accountable, in accordance with the Delegated Authority, for facilities budgets and reporting.
The role holder will be responsible for the identification, mitigation and closure of risks and opportunities.
Accountable for reporting to senior management through monthly supplier operational performance, bid, strategic, customer and internal reviews.
Ensuring the facilities always operate in a safe and secure manner.
Accountable for development and implementation of operational plans, including facilities management plan, SHE plans, and local processes and procedures.
Bid management for local projects, including requirements capture, solution design and achieving sign off.
Capturing requirements and defining solutions to support the customer requests. This will involve working with customers, suppliers and local stakeholders.
Acts a subject matter expert (SME) to assess supplier technical proposals to ensure compliance and offer value for money to the customer.
Managing key internal and external stakeholders’ expectations and timescales, through reviews, reports and data.
Ensuring adherence to corporate and regulatory considerations.
RECRUITMENT SPECIFICATION
Essential
The role requires a degree in Facilities Management or related discipline.
A Facilities Management type Qualification or equivalent is must.
Understanding the statutory and legislative facilities operations obligations in Saudi Arabia
Track record of managing facilities including O&M and project delivery.
Expert level planning and scheduling skills, ensuring the complex activities of interrelated project teams are controlled, managed and linked into the overall business plan
Expert leadership, delegation and team building skills for the effective people management of large and complex programmes.
High level problem solving and financial control skills.
Substantial understanding of commercial, financial and project leadership.
Expert in project review and control.
